The Bezirksamt-Mitte would like to develop a neighborhood center for young people, children and their families as well as for the neighborhood at this location with the below mentioned planned measures:- Construction of a new building (incl. smaller ancillary buildings), GFA approx. 1,900 m2 and directly associated open space facilities on the above mentioned parcel 1833, Querkamp o.Nr. / northeast 40a, with a total plot area of 2,543 m².- Create playing field on the adjacent property of the Brüder-Grimm-Schule to the north.- A path or crossing of the landscape axis Horner Geest, adjacent to the south.The project is implemented in the course of the federal funding program "Modellvorhaben Mitte-machen zur Weiterentwicklung der Städtebauförderung". The federal funding will be handled in accordance with the guidelines for subsidized buildings (RZ Bau), these as well as the general ancillary provisions for subsidies for project funding to regional authorities and associations of regional authorities (ANBest-Gk) and the construction-related ancillary provisions (NBest-Bau), are to be observed in addition to the state-specific regulations.The construction is to be completed by December 2026. This is due to the limited duration of the model project until 31.12.2026.The subject of the award procedure are the planning services of the service phases 1 to 9 in the service profile technical building equipment as well as special services including BIM planning services within the service phases. The services will be awarded in 4 stages:Stage 1: Work phases 1-4Stage 2: Work phases 5+6Stage 3: Work phases 7+8Stage 4: Work phase 9Further special services may be commissioned individually and separately by the client.

With the implementation of the new neighborhood center, a new meeting place and support location is to be created in a new, sustainably built and operated building that can be used in a variety of ways. In the process, various offers for social and leisure activities as well as for sports and exercise opportunities for young people, parents and children are to be combined both indoors and outdoors. The neighborhood center is being created through the federal funding program "Mitte-machen - Sport, Bewegung und soziale Infrastruktur im Hamburger Osten" ("Making center - sport, exercise and social infrastructure in the east of Hamburg") and, in this sense, must meet high standards of innovation and exemplarity. The main topics of this project are "climate protection/climate adaptation", "functional diversity/multifunctionality" and "sustainable operation". The sub-topics to be taken into account and to be integrated in the planning and execution can be found in the invitation to tender (Annex 2.3c of Annex TNW 6 (to be found under the bidder assistant of the e-tender portal on the left-hand side under the item "Annexes"), "Terms of reference", p. 23 as well as "Equipment and technical concepts", p. 26). The preparation of an appropriately sustainable concept for an openly designed surface drainage system must be carried out in direct coordination with the open space planner and the Hamburg Mitte Urban and Landscape Planning Department.The protection zone III of the Billstedt water protection area borders directly on the parcel of land of the plan area to the east. The regulations of the water protection area ordinance are to be observed accordingly.In the recreation room, at least one wall is to be usable as a projection surface for presentations (projector, etc.). Attention must be paid to acoustic comfort/noise protection as well as a demand-oriented room ventilation system. The kitchen with connection to the recreation room can be used separately and offers space for a cooking island as well as a seating area for 10 people. Adjacent to the kitchen, a storage room and a cold storage room are to be planned. This is intended to serve events and therefore requires appropriate noise protection and purpose-built ventilation technology. Furthermore, a music room is also to be provided with very good noise protection and adjacent storage space. Six different offices and a staff room are to be planned. In addition, a seminar room, a media room for education and games, a craft room with storage and a pottery workshop with fireproof floor and space for the kiln, taking into account the weight loads.Furthermore, showers and changing rooms m/f/d are to be planned near the sports areas / event rooms according to demand. In addition, a utility room and a building services room with natural ventilation are to be planned in the common area. Storage for cleaning supplies per floor/unit shall be provided near the sanitary/housekeeping areas. A building services room is to be planned and so is vertical access including an elevator. Suitable areas can be provided in the basement, depending on the concept.The areas for sanitary facilities and housekeeping/house technology are to be ventilated as naturally as possible, and if inside are to be equipped with ventilation technology. The sports and event rooms are to be provided with noise protection. Overall, thinking is to be in the direction of low-tech.The planning phase of the building construction is expected to begin in May 2023. The open space planning is to start approximately half a year later (October 2023) and build on the preliminary planning of the building construction. For the implementation of the new building, the budget for the construction costs is set at approximately EUR 1,457,000.00 net (KG 400). In addition, KG 200 is to be considered at 20% with approx. 67,000 EUR net and KG 500 at 20% with approx. 181,000 EUR net.It is planned to commission the services and the BIM services in 4 stages: Stage 1 includes the services of the basic investigation up to and including the services of the approval planning (LPH 1-4), stage 2 the services of the implementation planning and the preparation of the award (LPH 5+6), stage 3 the services of the participation in the award and the object supervision (LPH 7+8) and stage 4 the services of the object supervision (LPH 9) on the basis of Annex 10 HOAI 2021 (buildings and interiors) as well as § 34 HOAI (service profile buildings and interiors). Certification according to BNB, sustainable building assessment system, is sought for the building construction and the outdoor facilities. For certification, the bidders are expected to cooperate accordingly. Stage 1 will be commissioned upon award of the contract. The commissioning of the other stages is optional. In particular, the commissioning of stage 2 is subject to a positively reviewed construction document from the federal government and the necessary budgetary provision from the federal funding. The planner performance of the building was already coordinated in advance and the plant groups 1-5 + plant group 8 were classified in the fee zone 2 below. Plant groups 6-7 were classified in fee zone 1 medium.
