Jamaica - Electronic Immunisation Registry

Description

The Ministry of Health and Wellness (MOHW) is leading the EIR project and working in collaboration with local partners and:

• the United Nations Children’s Fund (UNICEF)
• the Pan American Health organization (PAHO)
• United States Agency for International Development (USAID)

Together they are planning for the implementation of a standards-based, interoperable EIR system in health facilities across the country. The EIR project builds on the Jamaica COVID-19 vaccine delivery mobile application system (based on CommCare) launched in 2021 to digitise dosage tracking of COVID-19 vaccines, with real-time access to vaccination and adverse event data to support pandemic response efforts. The successes and learnings from the COVID-19 vaccination delivery mobile application highlighted the need for access to disaggregated, accurate, complete and timely information to achieve strategic business objectives.

In early 2023, an EIR Readiness Assessment was conducted. It reviewed investments and Information Systems for Health (IS4H) plans, the current landscape of the immunisation programme to including data and systems. Recommendations for digitising the immunisation programme were provided. Following the assessment, a convergence workshop was held to:

• review findings
• confirm objectives
• collaboratively plan for the implementation of the EIR

To support this process, a governance structure has been established to coordinate partners, align resources and enable technical support.
