NASA/Johnson Space Center (JSC) has a requirement for the design, development, and testing of an Electrochemical Oxygen Generator and Concentrator (eCOG-C) capable of producing oxygen at a pressure greater than 3000 psig, and with oxygen purity greater than 99.99%. This oxygen generator and compressor will enable safe, effective reliable recharge of NASA's Extra Vehicular Activity (EVA) spacesuit oxygen tanks. By incorporating solid oxide electrochemical technology, the core of the oxygen generation system will be solid state, with no moving parts. The nature of the eCOG-C technology is such that oxygen product purity requirements can be assured without independent chemical analysis and gas sampling.

NASA/JSC intends to purchase an eCOG-C from American Oxygen, LLC. Per NASA's feasibility assessment, issued competitively under RFQ 80NSSC18Q0690-1, American Oxygen is the only vendor able to combine expertise and technology to meet NASA's requirements for oxygen purity greater than 99.99% and be compatible with NASA's current eCOG-C solid state advancements. If awarded to any other source, it would result in substantial duplication of cost and schedule impacts to the Government that are not expected to be recovered through competition.

The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. (Mountain Time) on May 17, 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
