Description

1 The subject of the contract is the supply of electricity in the period from 01.01.2024r. to 31.12.2024r. to 2,169 consumption points with a total estimated volume - basic order - 23,061.26 MWh, including:1) For premises and facilities - other tariff groups (Part 1 of the contract) - 12,050.61 MWh - the list of PPE constitutes Appendix 1a to the SWZ 2) For premises and facilities - tariff group B (Part 2 of the contract) - 5,979.95 MWh - the list of PPE constitutes Appendix 1b to the SWZ3) For road lighting (Part 3 of the contract) - 5,030.70 MWh - the list of PPE constitutes Appendix 1c to the SWZ2. The condition for commencement of electricity supply on the indicated (for individual points of consumption) date is positive completion of the procedure for change of seller.3. The contracting authority of the Municipality of Czarnków provides for the right of option - Part 1 of the contract.4. The contracting authority reserves the right to exercise Article 139 (1) of the PPL Act.
Number of metering systems that account for the consumption of electricity 1,283 items.2. Detailed description of the points of consumption (PPE) the Employer has included in Appendix No. 1a to the SWZ.3. Estimated electricity consumption during the term of the contract - basic order - 12,050.61 MWh. The consumption data are indicative. 4 Supplies will take place from 01.01.2024r. to 31.12.2024, subject to the occurrence of different timing with respect to individual EPPs - details on the timing of supplies for individual consumption points are described in Appendix 1a to the SWZ, column "Supply period". 5 The Ordering Municipality of Lubasz has the status of a Generator for PPE No. 590310600001372962, details of the power of the installation and the planned amount of energy generated are in Appendix No. 1a to the SWZ. The Ordering Party will agree to conclude an energy resale agreement on the template used by the contractor.6.Ordering Academy of Applied Sciences in Walcz has the status of the Producer for PPE no. 590310600000507891. The Ordering Party will agree to conclude energy resale agreements on the template used by the contractor. Details of the capacity of the installation, the amount of energy to be resold are included in Appendix No. 1a to the Terms of Reference.7. The current contracts for the supply of electricity will expire or be terminated with effect from the day preceding the planned date of commencement of deliveries (column "Supply period"). The obligation to terminate the contracts lies with the ordering parties (customers).8. The Ordering Municipality of Czarnków, as an option, reserves the possibility to extend the period of supply of electricity for 1 PPE. The right of option will cover the supply of electricity from 01.04.2024, but no longer than until 31.12.2024.9. Quality standards1) The subject of the contract is the supply of electricity of the quality standards specified, in accordance with applicable regulations.2) The quality standards of electricity are described in the Pe Law and in the Decree of the Minister of Climate and Environment of March 22, 2023 on detailed conditions for the operation of the power system (Journal of Laws 2023 item 819). The rules for the formation and calculation of tariffs and settlements in electricity trading are set forth in the Ordinance of the Minister of Climate and Environment of November 29, 2022 (Journal of Laws 2022, item 2505, as amended).10. CPV code under which the subject of the contract is classified:09300000-2 - Electricity, heat, solar and nuclear energy, 09310000-5 - Electricity.11.. the Contractor, based on the Power of Attorney granted, will be obliged to notify, on behalf of itself and the Ordering Party, the contract to the competent DSO in accordance with applicable regulations, and to represent it before the DSO in the process of seller change.12.The Contracting Authority reserves the right to use Article 139 (1) of the PPL Act, i.e. the possibility of first examining and evaluating bids, and then qualifying the contractor whose bid has been rated highest, with respect to lack of grounds for exclusion and fulfillment of conditions for participation in the proceedings.13. As a result of the settlement of the proceedings - part 1, 23 contracts will be concluded.14. The Contracting Authority requires payment of a security deposit - part 1 of the contract: PLN 140,000.00.15. The Contracting Authority requires payment of performance bond, the contractor will pay 23 performance bond separately for each contract to be concluded. The Ordering Party Miejska Kanalizacja i Wodociągi Sp. z o.o. in Czarnków has the status of a Generator for PPE with numbers: 590310600000620255, 590310600000635129, detailed data on the capacity of the installation and the planned amount of energy generated are provided in Appendix No. 1b to the SWZ. The Ordering Party will agree to conclude contracts for resale of energy on the template used by the contractor.6. The Ordering Party Przedsiębiorstwo Wodociągów i Kanalizacji w Wyrzysku Sp. z o.o. has the status of a Generator for PPE with numbers: 590310600002313155, 590310600018582897, detailed data on the capacity of the installation and the planned amount of energy generated are in Appendix No. 1b to the SWZ. The Employer will agree to conclude energy resale agreements on the template used by the Contractor.7. Metering systems are adapted to the procedure for changing the seller.8. The current electricity supply contracts will expire effective on the day preceding the planned date of commencement of deliveries (column "Supply period").9. For all PPEs, the change of seller will take place once again.10.. quality standards1) The subject of the contract is the supply of electricity with the quality standards specified, in accordance with the applicable regulations.2) The quality standards of electricity are described in the Pe Law and in the Decree of the Minister of Climate and Environment dated March 22, 2023 on detailed conditions for the operation of the electric power system (Journal of Laws 2023, item 819). The rules for the formation and calculation of tariffs and settlements in electricity trading are set forth in the Ordinance of the Minister of Climate and Environment of November 29, 2022 (Journal of Laws 2022, item 2505, as amended).11. CPV code under which the subject matter of the contract is classified:09300000-2 - Electricity, heat, solar and nuclear energy, 09310000-5 - Electricity.12. the Contractor, based on the Power of Attorney granted, will be obliged to notify, on behalf of itself and the Ordering Party, the contract to the competent DSO in accordance with applicable regulations, and to represent it before the DSO in the process of seller change.13.The Contracting Authority reserves the possibility of using Article 139 (1) of the PPL Act, i.e. the possibility of first examining and evaluating the bids, and then qualifying the contractor whose bid has been rated highest in terms of lack of grounds for exclusion and fulfillment of the conditions for participation in the proceeding.14. As a result of the settlement of the proceeding - part 2, 6 contracts will be concluded.15. The Contracting Authority requires a security deposit - part 2 of the contract: PLN 65,000.00.16. The Contracting Authority requires a performance bond, the contractor will provide 6 performance bonds separately for each contract to be concluded. A detailed description of the points of consumption (PPE) the Employer has included in Appendix No. 1c to the SWZ.3. Estimated electricity consumption during the term of the contract - 5,030.70 MWh. Consumption data are indicative.4. Supplies will take place from 01.01.2024r. to 31.12.2024, with the proviso that the details of the delivery dates (commencement and completion) for individual consumption points are described in Appendix No. 1c to the SWZ, column "Delivery Period".5. The current contracts for the supply of electricity will expire or be terminated with effect from the day preceding the planned date of commencement of deliveries (column "Delivery Period"). The obligation to terminate the contracts lies with the ordering parties (customers).6. As a result of the settlement of the proceedings - part 3, 13 contracts will be concluded.11. The Contracting Authority requires payment of a security deposit - part 3 of the contract: PLN 55,000.00.12. The contracting authority requires the payment of a performance bond, the contractor will provide 13 performance bonds separately for each contract to be concluded.
