Description

The subject of the contract is the supply of electricity in the period from 01.01.2021 to 31.12.2021 up to 2,594 points of consumption with a total estimated volume (+/- 10%) of 27,204.42 MWh, of which:1) For premises and facilities (Lot 1 of the contract) - 19,930.28 MWh - detailed PPE list constitutes Annex 1a to the ToR,2) For road lighting (Lot 2 of the contract) - 7,274.14 MWh - detailed PPE list constitutes Annex 1b to the ToR.The forecasted electricity consumption indicated above is indicative and may differ from the amount of energy actually consumed during the contract period. Reduction or increase of the amount of energy consumed does not entail any consequences for the ordering parties (recipients), except for the need to pay for the actually consumed energy at the rates specified in the concluded Agreement. Distribution services will be provided on the basis of separate agreements concluded between ordering parties (recipients of electricity - hereinafter referred to as "recipients") and DSO.
Detailed description of consumption points (EPP) has been included in Appendix 1a to the ToR. Estimated electricity consumption during the term of the Agreement (+/- 10%) 19,930.28 MWh, of which: Zone I 13,381.93 MWhStrefa II 5,557.29 MWhStrefa III 991.06 MWhThe above data is indicative. The contractor should take into account possible fluctuations in electricity consumption.4 Measuring systems with tariff group B are adapted to the procedure of changing the seller.5 Supplies will take place between 01.01.2021 and 31.12.2021, with the reservation that the details of the delivery dates (start and end dates) for individual points of consumption are described in the column "Delivery Period" in Annex 1a to the ToR and that Choszczno Municipality reserves the right to early termination of deliveries to 3 points of consumption (details of Chapter III.1 of the ToR)6. The electricity supply contracts currently in force will expire or be terminated with effect from the day before the planned start of supply (column "Supply period"). The obligation to terminate contracts lies with the contracting authorities (consumers)7. The following settlement periods are normally used: C1x, G1x-2 months, C2x, Bx-1 month8. The quality standards of electricity are described in the Act of 10 April 1997. - The principles of shaping and calculation of tariffs and settlements in electricity trading are specified in the Minister of Energy Decree dated on March 6, 201999.CPV code, under which the subject of the contract was classified: 09300000-2 - Electricity, heat, solar and nuclear energy, 09310000-5 - Electricity.10 The contractor, based on the Power of Attorney granted, will be obliged to submit, on its own behalf and on behalf of the ordering parties (recipients), electricity sales contracts to the relevant DSO in accordance with the applicable regulations.11As a result of the public procurement procedure, 30 contracts will be concluded.12 The Economic Operator will be obliged to provide 30 performance bonds in the total amount of 5% of the value of concluded contracts.13 The Contracting Authority informs that in accordance with Article 24aa of the PPL Act, it provides for the possibility of first evaluation of tenders and then examining whether the contractor whose tender was evaluated as the most advantageous is not excluded and whether the contractor meets the conditions for participation in the procedure. If the contractor referred to in the first sentence evades the conclusion of the contract, the Contracting Authority shall examine whether the contractor who submitted the highest bid among the remaining tenders is not subject to exclusion and whether it meets the conditions for participation in the procedure.14 The Contracting Authority shall demand a security deposit in the amount: PLN 170,000.00. The contractor should take into account possible fluctuations of electricity consumption.4 The deliveries will be made in the period from 01.01.2021 to 31.12.2021. - Details concerning the delivery dates (start and end dates) for individual points of consumption are described in the Annex 1b to the ToR column "Delivery Period".5. The contracts currently in force for the supply of electricity will expire or be terminated with effect from the day preceding the planned start date of supply (column "Supply Period"). The obligation to terminate the agreements lies with the ordering parties (recipients).6 As a result of the settlement of the public procurement procedure, 21 agreements will be concluded.7. The Contractor will be required to provide 16 separate performance bonds in the total amount of 5% of the value of the concluded agreements - the obligation to provide the proper performance of the agreement does not apply to the agreement with the municipality of Białogard, municipality of Kalisz Pomorski, municipality of Osina, municipality of Świdwin, municipality of Złocieniec.8The Contracting Authority hereby informs that in accordance with Article 24aa of the PPL Act, it provides for the possibility of first evaluation of tenders, and then to examine whether the contractor whose tender was evaluated as the most advantageous, is not excluded and whether the contractor meets the conditions for participation in the procedure.
