Description

Procurement of monitoring technology in electronic residence monitoring.
The object of the procurement is the conclusion of a framework agreement for a complete system (appliance), which includes all required hardware components including accessories, software components, as well as all licenses. The contractor shall provide a complete solution for electronic residence monitoring. The complete system will be maintained and updated by the contractor in consultation with the client. A support with different levels (1st, 2nd and 3rd level) for the complete system has to be provided by the contractor according to defined SLAs.Central components of the complete system:The complete system has to be installed, operated and maintained by the contractor in the computer centre of the Hessian Central Office for Data Processing. The client shall provide at least 2 structurally separate high-security server rooms in different fire compartments in which the systems must be set up and operated. Internet connection (DeutschlandLAN Connect IP, T-Systems). The Internet connections are independent of each other and provide 8 public IP addresses per connection. A DNS resolution for access from outside must be provided by the contractor,- There is a direct network connection between the two server rooms,- There are 2 independent and separate power connections available, each of which is protected by a UPS.The support and maintenance of the hardware are part of the framework agreement to be concluded.The general conditions may change due to requirements in the data center environment during the term of this framework agreement. If this results in necessary adjustments to the current monitoring system in the HZD on site, these shall be communicated to the Contractor by the Client in writing.Decentralised monitoring devices:The decentralised devices for the RF technology shall be purchased. A separate maintenance contract will be offered by the contractor for these devices.The decentralized GPS monitoring devices and the alcohol monitoring devices are to be procured through a lease agreement. The number of devices actually required will be procured in each case via a call-off for the framework agreement. The lease term is specified in the call-offs. A minimum purchase quantity and a minimum term are not permissible for the leasing contracts. Sim cards required for data exchange between the decentralised monitoring systems and the central system are provided by the HZD. The data exchange via mobile radio must support at least the 4G standard. Defective devices will be repaired or replaced by the contractor at no cost to the HZD. For this purpose, the Contractor shall arrange for the collection of the defective devices from the HZD in Hünfeld as well as the return of the repaired monitoring devices to the HZD and shall be solely responsible for the shipment. He thus bears the risk of loss of the equipment in transit. This also applies to the exchange of devices. The costs for transport, insurance and customs are also borne by the contractor. The maintenance of the devices and the entire shipping management are thus to be included in the leasing costs of the active GPS devices or in the maintenance contract for the RF devices. An increase of the leasing prices within the contract period is inadmissible.So that always a sufficient quantity of functional monitoring devices is available, the contractor makes 10 per cent of the monitoring devices available for the HZD cost-neutrally (bridging of the maintenance times of defective devices).A minimum purchase quantity is not agreed upon. The required quantity of the respective decentralised monitoring devices can be increased or decreased in steps of one. In the event of loss or destruction of a decentralised monitoring device, HZD will pay for the damage incurred. In addition, accessories (e.g. tapes, application tools, etc.) and services, in particular training / support services, are required. These are remunerated according to expenditure. The trainings are necessary trainings for system administration and infrastructure. These must be continuously offered by the contractor as a service. The contractor provides a binding price list for the accessories and services. A price increase during the contract period is inadmissible. A price list will be submitted as an attachment to the offer.New products / successor products:Improvements to the monitoring equipment used will be made available to HZD during the term of the framework agreement at no additional cost.Successor products will also be offered at the same conditions as the monitoring equipment used. It is not permissible to discontinue support for the devices in use during the term of the contract. A price increase is also not permitted during the term of the framework agreement. Before new technologies are used, they are tested by the HZD for suitability for the current procedures. For this purpose, the Contractor shall provide a minimum quantity of monitoring equipment at no cost.
