Public Call for Tenders - Request for Tenders Based on Price Only
The Centre de services scolaires de Montréal (CSSDM) hereby solicits tenders for the following call for tenders:

Visit of the premises :
During the submission period, there will be a formal site visit organized by the CSSDM on November 03, 2020 at 2:00 pm.
The site visit is not a condition of eligibility of a submission and therefore does not result in the rejection of the submission. However, it is strongly recommended that, before preparing its bid, the bidder visit the indicated sites in order to familiarize itself with anything that could affect the services to be performed in any way whatsoever. No claim due to ignorance of the general and local conditions will be recognized by the CSSDM. The tenderer may not claim any compensation for travel expenses incurred.
Period / Completion time :
The work must be completed in its entirety within twenty-eight (28) weeks from the date of commencement of the work; however, the said period may not extend beyond July 16, 2021.
No renewal option.

Bid bond :
All tenders must be accompanied by a bid bond representing 10% of the total cost of the tender, including applicable taxes, in favour of the School Service Centre. This bid security must be presented in one of the following forms:
A certified check;
An irrevocable letter of guarantee issued by a financial institution valid for a period of 45 days following the bid opening date. [C1]
A bid bond issued by a financial institution that is an insurer licensed under the Insurance Act. [C2]
As bid security, only the bond and the irrevocable letter of guarantee are accepted when transmitting a bid electronically. No other form of security is accepted with this method of transmission. If the tenderer wishes to send a certified cheque for bid security, the tender must be transmitted on paper.

Given the current situation, bidders wishing to submit a paper bid are requested to come to the MHSC administrative centre on the opening day. A representative of the Supply Office will be present to receive bids from 8:30 a.m. to 12:00 p.m. and from 1:00 p.m. to 2:00 p.m.
The MHSC will receive the bids for the corresponding call for tenders before 2:00 p.m. on the opening date indicated. Each paper bid must be delivered sealed in an envelope identified by the return label included with the call for tenders or by any exact reproduction of its contents, as well as the name and address of the bidder in the upper left corner. Bids submitted electronically can only be made through the OSAP.
It is the Bidder's sole responsibility to ensure that the documents are deposited at 5100 Sherbrooke Street East, 1st Floor, Montreal, Quebec, H1V 3R9 on the date and time stipulated in this call for tenders and delivered by hand to the Supply Office. Any person wishing to attend the opening of tenders must be present at the address mentioned in this notice on the date and time specified in this call for tenders. Any person wishing to attend the bid opening session is required to fill out a health form before entering the premises of the Centre de services scolaires de Montréal (CSSDM). Anyone refusing to fill out this form will not be allowed to enter the CSSDM premises.
It is important to allow sufficient time for access and submission of submissions. The CSSDM cannot be held responsible for delays related to access management in the context of a pandemic.
Visitor parking is available for those wishing to attend the opening session.
