Description
Procurement of De-Mail services for the Hessian state administration.
With the publication of the Law and Ordinance Gazette for the State of Hesse No. 21 of 24 September 2018, the mandatory use of De-Mail for all Hessian departments as of 1 January 2020 was officially announced.According to Art. 1 Hessian Law for the Promotion of Electronic Administration (Hessian E-Government Act - HEGovG), § 3 Electronic Communication, para. 2 (is) Every authority of the Land [...] is obliged to additionally open access by means of a De-Mail address within the meaning of the De-Mail Act of 28 April 2011 (BGBl. IS. 666), last amended by Art. 14 G v. 20.11.2019 I 1626 [...].The services described and already obtained must therefore continue to be obtainable for the Land of Hesse in the long term. In order to be able to continue to guarantee the state-wide accessibility of the departments with De-Mail, which is mandatory under the EGov Act, this service must be put out to tender again.Technical background: De-Mail is intended to ensure secure, confidential and verifiable business transactions for users of the state administration on the Internet.The aim is to receive and send De-Mails. This requires the further operation of an infrastructure, the so-called De-Mail gateways in the computer centre. These are integrated as connectors into the existing e-mail infrastructure of the state administration. The connector forms the link between the infrastructure of the Hessian state administration and the infrastructure of the De-Mail service provider (DMDA). This means that De-Mails can be sent from the central mail platform ZEM via the DMDA to De-Mail recipients (inside and outside the Hessian state administration) (and vice versa). For authorised users from the state administration, their existing e-mail address is mapped to the corresponding De-Mail address on the gateway.
