Description
A web-based IT infrastructure has been set up for the business area of the Federal Ministry of Transport and Digital Infrastructure (BMVI) with the aim of using electronically supported learning (e-learning) throughout the entire federal department. The implementation was carried out on the learning management system (LMS) Integrated Learning, Information and Work Cooperation System (ILIAS), which is technically operated at the Federal Waterways Engineering and Research Institute (BAW) in Karlsruhe, which belongs to the department. Different instances are responsible for the ongoing operation of the ILIAS learning platform. Essentially, a distinction can be made between 3 instances: The server operation of the learning platform, the nationwide wide area network and the operation of the learning platform including the learning offers themselves. The overall process of e-learning is strategically managed at the Federal Ministry of Transport and Digital Infrastructure in Department Z12 (basic matters of basic and advanced training) and coordinated by the basic and advanced training centre of the Waterways and Shipping Administration in Hanover. The learning offer via e-learning is aimed at 2 target groups: vocational training in accordance with the Vocational Training Act (BBiG) and general employees of all authorities in the BMVI department (approx. 25,000). The use of e-learning (framework conditions, working hours, etc.) is regulated by a service agreement. The invitation to tender was divided into two specialist lots which, for technical reasons, were awarded in two separate contracts. The contractors (COs) of the two lots each appoint fixed contact persons for cooperation with the client (CL) and the CO of the other lot and undertake to cooperate in a spirit of trust.- Lot 1 comprises the technical and specialist IT operation of the ILIAS installation including its embedding in the network-internal hosting environment as well as the technical integration of the various learning media in the learning platform (parallel publication under 2088-1/Z12: Consultancy, adaptation and further development for e-learning on the basis of the ILIAS learning management system in the business area of the BMVI - Lot 1 - Operation of the ILIAS platform).- This contract (Lot 2) covers the development and creation of digital learning media, the further development of existing learning media as well as advice and support in the procurement of further digital learning media ILIAS.The following services are to be provided by an external contractor (AN) for e-learning:- WP1: Development and creation of own digital learning media ILIAS,- WP2: Further development of own already existing digital learning media ILIAS,- WP3: Advice and support in the procurement of new digital learning media ILIAS.
The internal development possibilities of ILIAS as well as external authoring environments for new learning media and objects are to be used as needed. Learning objects in ILIAS include forum, chat, blog, wiki, mediacast/podcast, ILIAS learning module, HTML learning module, SCORM/AICC learning module, if necessary in updated form, glossary, exercise, and the ILIAS learning module. The new learning units can be independent learning modules (ILIAS, HTML, SCORM) or learning courses as a combination of different elements that have to be developed and created from scratch.The following approaches can be used:- Integrated Authoring EnvironmentILIAS offers an integrated authoring environment that can be used to compile learning materials from text and multimedia elements into web-based training units (WBTs).- external authoring environmentILIAS offers import options for learning modules from external authoring environments (such as Storyline, Adobe Captivate, ispring) which can be used to compile learning materials from text and multimedia elements into web-based training units (WBTs).- integrated SCORM editorAs of version 4.0, ILIAS also offers an integrated editor for creating learning modules from SCORM 1.2 and 2004, 3rd Edition. The most important features support the requirements of interoperability, especially the adaptation/editing of created content by third parties: e.g. editable page templates, editable table templates, integrated question types (export with learning module) and others.If necessary, this version must also be updated.Or- Ready-made market solutionsProcurement, suitability testing and integration into ILIAS of ready-made market solutions from third partiesThe services are called up on an as-needed basis.The Contractor is not entitled to an order for a specific amount. However, it can be assumed that there is a continuous demand for new learning media within the BMVI's business area. Different requirements have already been made by the parties responsible.requirement variant 1This essentially involves the transfer of face-to-face training courses to the digital learning area. Self-learning courses or self-contained learning modules are to be designed and/or created on the basis of learning materials (presentations, learning booklets, lectures, images, etc.).Requirement variant 2Topics and training content of a highly cross-sectional nature are to be requested on the open market under licence and, after checking the accuracy of the content, are to be purchased as ready-made learning programmes and created as courses in ILIAS.The details can be found in the award documents provided electronically.
