Description

A web-based IT infrastructure has been set up for the business area of the Federal Ministry of Transport and Digital Infrastructure (BMVI) with the aim of using electronically supported learning (e-learning) throughout the entire federal department. The implementation was carried out on the learning management system (LMS) Integrated Learning, Information and Work Cooperation System (ILIAS), which is technically operated at the Federal Waterways Engineering and Research Institute (BAW) in Karlsruhe, which belongs to the department. Different instances are responsible for the ongoing operation of the ILIAS learning platform. Essentially, a distinction can be made between 3 instances: The server operation of the learning platform, the nationwide wide area network and the operation of the learning platform including the learning offers themselves. The overall process of e-learning is strategically managed at the Federal Ministry of Transport and Digital Infrastructure in Department Z12 (basic matters of basic and advanced training) and coordinated by the basic and advanced training centre of the Waterways and Shipping Administration in Hanover. The learning offer via e-learning is aimed at 2 target groups: vocational training in accordance with the Vocational Training Act (BBiG) and general employees of all authorities in the BMVI department (approx. 25,000). The use of e-learning (framework conditions, working hours, etc.) is regulated by a service agreement. The invitation to tender was divided into two specialist lots which, for technical reasons, were awarded in two separate contracts. The contractors of the two lots appoint fixed contact persons for the cooperation with the client and the contractor of the other lot and commit themselves to a trustful cooperation.- This contract (lot 1) comprises the technical and functional IT operation of the ILIAS installation including its embedding in the network-internal hosting environment as well as the technical integration of the different learning media into the learning platform. In order to ensure error-free, secure operation of the basic ILIAS installation and the established client, the following services for e-learning are to be provided by an external contractor:- AP1 Support of the ILIAS installation and embedding in the IT environment,- AP2 Support of the ILIAS client within the installation.- Lot 2 comprises the development and creation of digital learning media, the further development of already existing learning media as well as consulting and support in the procurement of further ILIAS digital learning media (parallel publication under 2088-2/Z12: Consulting, adaptation and further development for e-learning on the basis of the ILIAS learning management system in the business area of the BMVI - Lot 2 - Creation and further development of digital learning media).
AP 1: ILIAS installation and embedding in the IT environmentThe Federal Waterways Engineering and Research Institute (BAW) operates a server instance as a virtual machine with the operating system 'Suse Linux Enterprise Server (SLES)' for the WSV training and further education centre (AFZ). The BAW shall ensure the operation of the server instance and the accessibility of this server instance on the basis of a service level agreement (SLA).The following services shall be provided by the Contractor:- Maintenance and servicing of the operational ILIAS instance "Learning platform GB BMVI" incl. the hosting environment, testing and updating of the server instance. the hosting environment, testing and updating the standards to ILIAS 6, otherwise possible testing of the updating requirements of the SCORM 2004 eth Edition Editor,- Ensuring system security through regular security updates of the ILIAS instance 'Learning Platform GB BMVI' and configuration adjustments of the ILIAS installation,- Installation and maintenance of updates and service patches for the ILIAS instance 'Learning Platform GB BMVI',- Configuration adjustments of the ILIAS installation,- Adjustments to the required IT interfaces, e.g. authentication systems,- Development of the ILIAS instance 'Learning Platform GB BMVI'. Development and provision of interfaces to external systems,- Support in the analysis and elimination of errors in the ILIAS installation,- Consultation on electronic learning and ILIAS in the sense of continuous further development.WP 2: Support for the ILIAS client within the installation A BMVI client is set up on the ILIAS installation. This client contains its own design set, a role and rights concept as well as a dynamic learning offer, such as different learning programmes, modules and courses. This is a heterogeneous collection. It consists of contract developments, freely purchased modules, self-created courses, and learning programs. The Contractor shall provide the following services:- integration and parameterisation of learning software in the ILIAS installation,- support in integrating and compiling courses,- support in expanding functionality,- support in adapting and configuring the ILIAS installation for learning software products,- performance of annual role training (e-tutor training) within the WSV facilities.The details can be found in the electronically provided award documents.
