Invitation to Tender to work as a Facilitator with the Dublin North East Drugs & Alcohol Task Force Clients Forum
About Us
Dublin North East Drugs & Alcohol Task Force is one of twenty-four Task Forces nationwide. The Task Forces were developed to combat the threat from problem drug use throughout the country. They are made up of statutory, voluntary, community and public representatives who work in partnership to provide and maintain a system of supports and services for individuals, families and communities through which existing and future problem substance misuse is prevented, reduced and managed.
The Dublin North East Drugs & Alcohol Task Force is committed to promoting the objectives of the current national drug strategy ‘Reducing Harm, Supporting Recovery, A health-led response to drug and alcohol use in Ireland 2017-2025’. The strategy states that;
‘Service users, because of their direct experiences of services, have unique insights which are a valuable resource to those involved in developing services and interventions. Facilitating their involvement in the development and design of services is therefore a core objective of drugs policy.’
Detail of Tender:
The Task Force are seeking a Facilitator to work with the Clients Forum.
The Facilitator will be required;

To oversee the set-up of Clients Forum meetings and support these meetings on an ongoing basis. The meetings are held on the first Friday of each month.
To identify a potential Chair from service users within the Task Force area who has the capacity to chair the Clients Forum and represent service users on the Task Force and the Treatment & Rehabilitation Subgroup .
To chair the Clients Forum and represent Service Users on the Task Force and the Treatment & Rehabilitation Subgroup until a Service User Chair has been identified.
To identify and invite speakers to the Clients Forum (in consultation with service users)
To identify and meet to develop relationships with any relevant supportive externals including national service user organisations
To visit the Task Force funded projects to raise awareness of the Clients Forum and identify service user reps from each project
To raise awareness of the Clients Forum among target groups such as G.P’s, Pharmacies, Clinics, HSE Integration team and Drop In programmes)
Review the operation of the Task Force Clients Forum with service users using the Task Force Service Users Report as a guide

Skill set required:

Experience in facilitating community groups particularly those involved in addiction services
Knowledge of the current national strategy ‘Reducing Harm, Supporting Recovery, A health-led response to drug and alcohol use in Ireland 2017-2025.

Time Frame
The initial contract will last for 12 months and is expected to start in Quarter 1, 2020.

The fee quote provided should cover all costs of providing the services required by Dublin North East Drugs & Alcohol Task Force

Dublin North East Drug Task Force does not commit itself to accepting the lowest or any tender
Dublin North East Drugs & Alcohol Task Force will not be liable for any costs incurred in the preparation or presentation of tenders
All bidders must be tax registered and have a tax clearance certificate
It is expected that the successful candidate will be available to commence the work in line with the specified time frame
Canvassing by any candidate will lead to immediate disqualification from the tender process
Two copies of the tender submission must be submitted by 12 noon on Friday 10th January 2020 as follows:
