Description
Description of the Refill project:
1 Leipziger Stadtwerke supplies around a third of Leipzig's inhabitants with heat via the approximately 500-kilometer-long district heating network. Due to the efforts in Leipzig to be climate-neutral by 2040, the existing infrastructures are to be rethought. A first step in this direction is the phasing out of coal and the associated end to the supply of heat from the Lippendorf power plant. To compensate for these heat quantities, a significant proportion of the district heating can come from previously unused industrial waste heat in addition to in-house generation in new power plants. The industrial plants of TotalEnergies Raffinerie Mitteldeutschland (hereinafter: "TRM") harbor great potential for external heat utilization.
The usable waste heat is to be transferred via a new heat exchanger station (hereinafter referred to as "WÜST") to be built on the TRM site (parcel 969, parcel 3, Spergau land register, sheet 1067) to a connecting road to Kulkwitz that is around 19 kilometers long. A new pressure boosting station (hereinafter "DES") will also be built there as part of the project.
2 In order for the project to be realized, a public-law project approval in the form of a planning approval decision is required. The planning approval procedure has not yet been completed. The findings from the application and the procedure to date have been incorporated into the project description.
