Description
Supply of liquid and granular surface deicing agent for the airfields of Düsseldorf (DUS), Stuttgart (STR), Karlsruhe/Baden-Baden (FKB), Hamburg (HAM) and Munich (MUC) airports for the period 01.10.2022 up to and including 30.9.2023 with the option to extend the term four times by a further year (analogous to the aforementioned period).The quantities stated for each individual lot are to be understood as estimated values, as they are based on past consumption values. There is no obligation to purchase the mentioned quantities.Since the demand depends on the weather conditions, the Customer cannot define a limit to a maximum quantity per winter season.
Delivery of approx. 2,810 t of liquid surface deicing agent for the flight operation areas per season, based on potassium formate (triazole-free) with at least 50% active ingredient, approved and combinable with the deicing agent according to Lot 2, as well as with the currently used liquid deicing agent "Pergrip Run KF" of Messrs. Perstorp and "Clearway F1" from Eastman.- 1,250 t of this will be used at Düsseldorf Airport (DUS),- 700 t at Stuttgart Airport (STR),- 200 t at Baden Airpark (FKB) and,- 660 t at Hamburg Airport (HAM). Delivery of approx. 430 t of granular deicing agent per season on a sodium formate basis (triazole-free), approved and combinable with deicing agent according to Lot 1, as well as with the solid deicing agent "Pergrip Run NF" from Perstorp and "Pro Melter" from SP Automotive currently in use. Delivery of approx. 2,800 t of liquid deicing agent based on potassium formate (triazole-free), approved by the Bavarian State Office for the Environment (LfU) for use at Munich Airport and combinable with the deicing agent as per Lot 4, as well as with the currently used liquid deicing agent "Pergrip Run KF" from Perstorp and "Clearway F1" from Eastman.For reasons of water law, only approved surface deicing agents may be used on the Munich Airport premises in accordance with the applicable zoning decision for Munich Airport and require approval by the Southern Bavarian Aviation Authority (LAS) following corresponding approval (positive individual case assessment) by the LfU. (Surface deicing agents not yet) approved by the LAS may only be used for the period put out to tender in accordance with Section II.2..7) of the invitation to tender only if the contractor provides proof of approval in good time (see Section III.1The application for (initial) approval of a new deicing agent can only be submitted to the LAS by the contracting authority.The prerequisites for the application are:1. an informal letter from the applicant/bidder requesting approval (e.g. by e-mail), which must be received by the contracting authority in good time,2. a sample of the deicing agent to be approved, including a technical data sheet, and 3. a confirmation that the deicing agent is effective.) that the effectiveness of the surface de-icing agent can be tested by the client under real conditions during the winter season.Only after a positive test result has been established will the client be able to submit an application for approval to the LAS.This means that a surface de-icing agent that has not (yet) been approved - due to the effectiveness test - can only be considered/offered for a period subsequent to the current invitation to tender.For surface de-icing agents that have already been approved by the LAS, applicants/bidders must submit the current formulation of the de-icing agent intended for the offer to the LfU. Evidence must be provided that the current formulation of the surface de-icing agent already approved matches the formulation submitted for initial approval.The renewed confirmation of approval by the LfU must be provided by the contractor in good time (see Section III 1.3 Suitability criteria).Information/confirmation on already approved deicing agents can be obtained from the Bavarian State Office for the Environment Department 76: Substance and Chemical Evaluation Bürgermeister-Ulrich-Straße 160 86179 Augsburg Tel.: 0821/ 9071-0 Web: www.lfu.bayern.de (Website of the LfU) Further information can be obtained from the contact point in accordance with Item I.1.) of this announcement.
