Description
BackgroundDiskos is a database administered by the Norwegian Petroleum Directorate (OD) that is used by oil companies (Diskos members) for the storage, access, trade and distribution of seismic, well and production data. The Petroleum Act requires that companies that operate on the Norwegian continental shelf report seismic, well and production data to the authorities. This is done by reporting data to the Diskos national data register. Diskos also consists of a trade module that is used to trade and exchange well and seismic data that is in Diskos between Diskos members.The Diskos 2.0 procurements.Diskos 2.0 would like 1 contractor for the seismic, well and production modules for data storage and functionality (this procurement) and 1 contractor for the trade module (separate procurement).Diskos 2.0 — the seismic, well and production modules.This procurement is split between 2 contracts; 1 for the implementation phase (Difi SSA-T) and 1 for the operational phase (Difi SSA-L). The length of the SSA-L contracts, (after the implementation phase is regulated in the SSA-T contract) will be up to 5 years. The contracting authority will have an option for an extension of SSA-L for up to 3 years.The Diskos 2.0 procurement will contribute to maximising the value creation on the Norwegian continental shelf for Norwegian society, through efficient and responsible resource administration. The aim is to cover all the necessary functionality for Diskos 2.0, the seismic, well and production modules through a contractor who is responsible for his sub-suppliers and third party suppliers (if relevant).The most important goals for the Diskos 2.0, seismic, well and production module are to:— save all data in Diskos in a secure data centre,— implement a system with better functionality and capacity that what the current system has, as well as take care of or improve the efficiency of the activities that are carried out in Diskos,— ensure ongoing services in the current functionality during the transition to the new system,— ensure high-quality in the reported data through quality controls,— be adaptable to changes in the reporting requirements for seismic, well and production data and prepared for receiving, saving and access to new types of data linked to other information carriers,— prepared so that Diskos members can have access to and options for further processing where the data is saved, in order to reduce the need for uploading data from the Diskos 2.0 data centre,— give Diskos users the necessary functionality and data for facilitating access to third party services through APIs,— interact with the Diskos 2.0 trade module through APIs.
