THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, NOR SPECIFICATIONS, NOR DRAWINGS AVAILABLE AT THIS TIME.
The U.S. Army Corps of Engineer Norfolk District requests responses from qualified sources capable of providing cleaning and maintenance of work areas and office spaces within facility. The contractor shall perform the following work on an area which is approximately 2000 square feet. This area includes five (5) offices, three (3) rest rooms, one (1) locker room, one (1) kitchen, one (1) conference/lunch room and one (1) hallway. Work shall be performed Monday-Thursday excluding all federal holidays. Work shall take place between the hours of 6am- 3:30pm daily. A cleaning checklist indicating work tasks performed and the date and time shall be submitted to facility management staff within 24 hours. Supplies and tools to be furnished by the contractor necessary to complete the work.
A list of tasks to be completed for the janitorial services are provided below:
Tasks to be completed DAILY:
Kitchen
1. Tables and chairs cleaned
2. Countertops and back splash disinfected
3. Cabinet fronts cleaned
4. Sinks scrubbed and disinfected
5. Floor vacuumed and mopped
6. Baseboards dusted
7. Windowsills cleaned and blinds dusted
8. Furniture dusted
9. Trash emptied
10. Dust bugs cobwebs from AC vents and wall ceilings
11. Clean microwave

Bathrooms
1. Toilets disinfected inside and out
2. Chrome fixtures cleaned
3. Countertops disinfected (All items removed and replaced)
4. Cabinet fronts cleaned
5. Sinks scrubbed and disinfected
6. Floors vacuumed and/or washed
7. Baseboards dusted
8. Mirrors cleaned
9. Windowsills cleaned (blinds dusted upon request)
10. Dust bugs cobwebs from AC vents and wall ceilings
11. Trash emptied
12. Vacuum rugs
Office spaces Including Mechanics office
1. Floor vacuumed and / or mopped
2. Ceiling registers dusted
3. Base boards dusted
4. Trash emptied
5. Windowsills cleaned and blinds dusted.
6. Dust bugs cobwebs from AC vents and wall ceilings
7. Vacuum Rugs
8. Microwave
Hallways and stairs
1. Ceiling Registers dusted
2. Tile floors swept and mopped
3. Hallways and stairs vacuumed and or washed
4. Baseboards dusted
5. Windowsills cleaned (blinds dusted upon request)
6. Dust bugs cobwebs from AC vents and wall ceilings
7. Trash emptied
8. Vacuum Rugs
Tasks to be completed QUARTERLY:
1. Clean, strip, wax, and buff all VTC floor areas.
Tasks to be completed SEMI-ANNUAL:
1. Shampoo all carpeted areas
2. Clean and wash all interior and exterior windows.
3. Clean refrigerator
NAICS Code 561720 for Janitorial Services with Small Business Size Standard of $19,500,000.00 applies.
This Sources Sought Notice is not a request for Proposal, and should not be construed in any manner to be an obligation of the U.S. Army Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request.
No solicitation is currently available.
Anticipated solicitation issuance date is on or about 01 December 2019. The period of performance is anticipated to be a base year with four (4) optional years of services. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities (FBO) www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued.
The Firm's response to this Synopsis shall be limited to no more than 5 pages and shall include the following information.
1. Firm's name, address, point of contact, phone number, and e-mail address.
2. Firm's level of interest in bidding on this solicitation when it is issued.
3. Firm's capacity to perform a contract of this magnitude and complexity.
4. Provide examples of your capability to successfully execute contracts of similar nature by detailing comparable work performed with brief descriptions of a minimum of three similar previous projects performed within the last 5 years (customer name, timeliness of performance, type of work, and dollar value of the project).
5. Firm's status as either a small or large business. If the firm has a Small Business identification, please specify which: Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Business Development Program, HUBZone Program, Service Disabled Veteran Owned Small Business (SDVOSB), or Woman Owned Small Business (WOSB).
6. Firm's Existing Joint Ventures including Mentor/Protégé and teaming arrangement information.
7. Firm's governmental CAGE code and DUNS number, if applicable.
8. Firm's Bonding Capability
Interested Firm's shall respond to this Sources Sought no later than 29 October 2019. All interested firms must be registered in System for Award Management (SAM) to be eligible for award of Government contracts.
