Description
The Republic of Ecuador, through the National Customs Service (SENAE), is seeking to hire a consulting firm to design a new technological architecture for the ECUAPASS customs system. This initiative is part of the Inter-American Development Bank (IDB) financed Tax and Customs Administration Improvement Program.
The consultancy aims to modernise the platform to address obsolescence and functional limitations, and to integrate advanced technologies such as:
- interoperability frameworks
- big data
- data mining
- analytics to enhance customs operations and fiscal sustainability
The scope includes:
- comprehensive technical design (business, data, applications, technology, security, and integration)
- interoperability guidelines
- knowledge transfer to SENAE staff
- a detailed implementation roadmap
Firms must demonstrate experience in similar technological architecture projects, with at least one project valued at a minimum of $50,000 and a cumulative total of $250,000 over the past 5years.
