Description
Purpose of the call for tenders
The Minister invites tenders for the acquisition of professional services in support of the radiocommunication business line.
This call for tenders consists of three (3) distinct components:
Component 1 - Business analysis;
Component 2 - Service management consulting;
Component 3 - Organizational Consulting.
Each component is the subject of a separate on-demand contract with a single service provider and has a maximum duration of thirty-six (36) months.
A service provider may bid on one or more components. To do so, the service provider must use the corresponding annexes for each component. A service provider wishing to bid on several components must submit a separate bid for each component.

Submission of bids
Only bids received by the time and date set for receipt of bids will be considered, whether submitted in hard copy or via the Government of Quebec's electronic tendering system (SEAO) at www.seao.ca.
Paper bids must be submitted in sealed packaging and clearly identified (company name, tender number and closing date). It is the service provider's responsibility to ensure that documents are forwarded to :

In the case of electronic submissions, the submission documents must be combined into a single PDF file. The maximum size of the combined file is 75 MB.
Bid opening
For this call for tenders, bids are opened without the presence of a member of the public. A representative of the Minister opens the bids in the presence of a witness, at a time convenient to the Minister after the time and date set for the receipt of bids. The bid-opening session is filmed and posted on the electronic tendering system (SEAO) as an addendum.
