Description

Open invitation to tender issued in accordance with Articles R. 2124-1 et seq. of the French Public Order Code (CCP). The consultation is allotted: candidates may submit a bid for one or more lots, but only one lot may be awarded to a single candidate (see Article 2 of the consultation rules). By way of indication, the duration of the contract for each lot is estimated at 38 months from the date of the service order for the commencement of work. The estimated starting date for each of the two lots is 1.9.2021.
Lot 1 includes the following regulatory tasks: Implementation of the general principles of prevention, preparation, updating and application of the General Coordination Plan (PGC), preparation, updating and keeping of the logbook, coordination of the activity of the companies on the site, prior visits, examination and harmonisation of the Particular Safety and Health Protection Plans (PPSPS), organisation and operation of the Inter-Company College for Safety, Health and Working Conditions (Cissct), control of access to the site, constitution of the File of Subsequent Intervention on the Work (DIUO). These regulatory missions are completed by the following additional missions: interface with official prevention bodies, participation in tests and commissioning, interfaces with third parties. The contractor will have to carry out the CSPS tasks both in the design phase (AVP, PRO, ACT-DCE, DCE and analysis of tenders) and in the execution phase (site preparation, execution of works - tests and acceptance - removal of reservations - completion of the mission). The contract will begin as of its notification and will end at the reception of the last work contract. The progress of the missions follows the progress of the operation of development of the northern entrance to the town of Istres and the creation of the Bellons interchange. The lot 2 includes the following missions:- basic missions:-- mission L, relating to the solidity of the works and the indissociable equipment elements;-- mission S relating to the safety conditions of the people in the constructions;- complementary missions:-- mission PS relating to the safety of persons;-- mission P1 relating to the soundness of the elements of equipment not indissociably linked;-- mission F relating to the operation of the installations;-- mission LE relating to the soundness of the existing;-- mission AV relating to the stability of the surrounding;-- mission Hand relating to the accessibility of the constructions for the disabled;- specific technical control missions the contractor will have to carry out technical control missions both in the design phase (AVP, PRO, ACT-DCE, DCE and analysis of tenders) and in the execution phase (preparation of the site, execution of the works - tests and acceptance - lifting of reservations - completion of the mission).The general design, detailed design, execution and acceptance phases are remunerated by a fixed price. The control and advice on existing works, and the specific technical control missions are remunerated by unit prices. The contract will start as from its notification and will end at the reception of the last works contract. The progress of the missions follows the progress of the operation to develop the northern entrance to the town of Istres and to build the Bellons interchange. Estimate of the lump sum part: 41 000 EUR without tax. Estimate of the unit price part: 11 000 EUR HT.
