Description
The implementation of the Federal Government's climate protection programme requires the active participation of the relevant actors, especially at regional level. In this context, there are many issues that have the goal of conserving resources. Experience shows that a regional energy agency can make a significant contribution to uncovering potential for energy saving and the use of renewable energies. Such an agency often serves as a contact point for a free initial consultation as well as for a tailor-made referral to competent experts in the region. The county has thereby a unique selling proposition in Saxony, which is generally highly recognized. The work of the energy agency is also an essential component for the future development of climate protection activities in the district. The acceptance within the population and the communities in the district has grown continuously. The continuation of the Energy Agency should also be linked to a development that is in line with the requirements of the energy policy of the Free State and the Federal Republic of Germany The previous tasks were entirely dedicated to the topic of resource-saving use of energy and climate protection. In particular, information for citizens and local authorities was the aim of the activities. Developments in these areas have become increasingly important in recent years. In the context of this tender, the district of Bautzen expects a concept for the establishment of a regional energy agency with the following focal points. The cooperation with the district administration is an important part of the work of the Energy Agency and is usually topic-oriented. The energy and climate protection report of the district of Bautzen is prepared annually and reflects the current picture of the use of renewable energies and the improvement of energy efficiency in the district of Bautzen. One of the most important tasks of the Energy Agency is the regular submission of the greenhouse gas balance for the district of Bautzen. The Saxon state government has agreed in its coalition agreement 2019 to 2024 to use the available financial means in a targeted manner for innovative, economic, ecological and social measures. One of the positions is the "Klima- und Energieland Sachsen" d30.06.as says that Sachsen Energieland is and will remain. The common goal is that climate protection and adaptation as well as the associated technologies in Saxony become the economic engine. The chances of structural change should be seized and invested in the future of the regions. This process is to be shaped together with the people. The Energy Agency of the district is to actively participate in this process and transfer synergies to the district of Bautzen. The district provides a budget of 100,000 EUR per year (2020 = 50,000 EUR, 2021 = 100,000 EUR, 2022 = 100,000 EUR, 2023 = 50,000 EUR) for the work of the Energy Agency. This is to serve as basic financing for the necessary spatial and personnel infrastructure. Part of the budget is to be used to secure own funds in projects. For this purpose, the Energy Agency must raise funds independently and/or in cooperation with third parties. Overall, cooperation with other service providers in this area is desirable.The Energy Agency should work on the following topics and fields of activity:- Collaboration in the energy team at the eea;- Participation in the implementation of the district's electromobility concept;- Development of a climate protection concept for the district (using subsidies);- Public relations;- Advice for municipalities, citizens and companies on energy and climate-related topics and subsidy opportunities;- Preparation of the implementation of school energy days from 2021 onwards annually;- Preparation of energy reports on properties for municipalities;- Preparation of energy profiles for municipalities;- Support for the expansion of the use of renewable energies by creating cooperation with municipalities and service providers;- Support for the introduction of energy management in municipalities;- Participation in improving the efficiency of street lighting for municipalities.Tasks of the Energy Agency- The tasks are to be carried out in such a way that third parties perceive the Energy Agency as an institution of the district;-- This includes the permanent representation of the Energy Agency on site by a competent contact person as the "face of the Energy Agency"- Establishment of a permanent presence in the district of Bautzen-- In order to ensure the accessibility of the EA for citizens, but also for municipalities, in case of questions, a regularly staffed office in the district of Bautzen is necessary. The seat of the Energy Agency should be centrally located in the district and be accessible to all interested parties - Central contact person for all cities and communities in the district for questions regarding the energy system transformation process for all energy-related issues - The employee of the Energy Agency actively approaches the communities in the district and advertises for projects and funding opportunities Networks are to be formed in order to use synergies.-- In particular, the introduction of a municipal energy management system in the municipalities should be a top priority.-- Advising municipalities on all issues relating to energy efficiency and climate protection is a priority and is carried out with the necessary competence.-- Contact persons for citizens in the district:-- Advice for citizens is already provided in part by the consumer advice centre and other providers. The Energy Agency is to support these offers, point out links and form networks.-- Pointing out funding opportunities for the private sector.-- Contact person for schools and educational institutions:-- The Energy Agency employee actively approaches schools and educational institutions in the district and advertises projects and funding opportunities. Networks should be formed in order to use synergies - Cooperation with the district administration - Projects of the district should be supported. Tasks to be taken over are coordinated, the work share (as a percentage of the EA's working time) is agreed and can change annually.-- Current projects are eea and energy management.-- In the future, a project on electric mobility is to be added.-- The state government has decided on the immediate programme "Start 2020". This includes various measures for the climate and energy state of Saxony. The district is endeavouring to develop projects that can be realised with the help of this fund. The Energy Agency is to play a leading role in the preparation of the projects and in their implementation. If own resources should become necessary for the implementation of the resulting projects, these are to be raised primarily from the budget of the Energy Agency. In coordination with the administrative district, the prioritisation of the projects (annual work plan) can be determined / revised for this purpose;-- Preparation of the greenhouse gas balance (GHG) balance for the administrative district of Bautzen every two years;-- Development of guidelines, quality targets and standards for climate protection;- Public relations:-- The most important instrument for this is the internet presence. In the future, an independent internet presence with reference to the district corporate design (CI) should be created;-- Publications in the district journal should be retained;-- Organisation, moderation and publicity effective publication of actions, campaigns and competitions on energy efficiency and the use of renewable energies as well as motivation projects to improve the user behaviour (e.g. the promotion of the use of renewable energies). Implementation of intensive public relations work on energy efficiency and climate protection on the basis of a trade fair, event and PR concept to be developed and the organisation of communication with external partners and sponsors.-- Preparation of the annual energy and climate protection report of the district.
