ADAPTED PROCEDURE 1/ Contracting authority: Morbihan Habitat, 6, avenue Edgar-Degas, CS 72055, 56002 Vannes cedex. 2/ Project location and description: town of Saint-Avé (56), Zac de Beausoleil. The feasibility study drawn up by the Zac's project owner and project manager specifies a floor area of around 2,440 m2. The particularity of the present consultation lies in the compulsory integration of a set of specifications for approximately 824 m2 of SDP out of the 2,440 m2 expected, i.e. 34% of the block's program. - Approximately 824 m2 will be used for accommodation, catering and reception activities, in accordance with the detailed technical program of the Compagnons du Devoir et du Tour de France (AOCDTF) association. With regard to the remaining 1,600 m2 of floor area, the program proposed by the candidates will necessarily target specific housing for the following target groups: - young working people or apprentices, - low-income seniors, living alone or as a couple. This project must lead to the production of social rental housing. 3/ Subject of the consultation: sale of building rights relating to plot C2 of the Beau Soleil Zac, with a view to developing a mixed-use program that must include specific housing and a program dedicated to the Compagnons du Devoir et du Tour de France (AOCDTF) association. Studies: Q1 2024 - Q3 2024. Planning application: Q3 2024. Completion: 2025/2026. 4/ Regulatory and administrative constraints: Purchasers will be required to comply with: - the provisions of the local urban development plan (available for consultation on the commune's website: https://www.saint-ave.bzh/le-plan-local-durbanisme/) the Zac's architectural and landscaping specifications, - the specific program defined for this plot, - the Zac's land sale specifications, - the sales plan. The project will be exempt from the municipal share of the taxe d'aménagement and the PAC. 5/ Consultation process: 1. Publication of notice: October 2023. 2. Deadline for receipt of applications and bids: January 22, 2024 at 12:00 pm. 3. Tender review committee + hearings: February 2024 (date(s) to be specified) 4. They must include the following documents, the content of which is detailed in the consultation document: - An application file providing evidence of legal, technical, operational and financial capabilities; this application file will include: -An A3 portrait poster illustrating a maximum of 3 of the most recent, representative projects related to the present consultation project, carried out by the project manager selected by the social landlord. The graphic representations will be captioned, succinctly mentioning the nature of the project, its price, its year of delivery and the name of the project owner. - A second poster with the same characteristics as the first will be produced, presenting the social landlord's references. Sub-file I (written documents) An explanatory note on the architectural and technical specifications, maximum 6 pages A4 recto verso, explaining the architectural, technical and economic specifications proposed, the main technical options chosen, and the main materials used. A memorandum setting out the legal, contractual and financial arrangements proposed to meet the objectives set out in this brochure. This note, maximum 6 pages A4 recto verso, will set out in particular : - a presentation of the landlord and the teams dedicated to the project, - the definition of the project in terms of the target groups, - the project management methodology and the interfaces envisaged with Les Compagnons Bâtisseurs, - the proposed legal, contractual and financial arrangements, - the resources to be deployed to run the residence on a long-term basis. A presentation of the detailed projected housing program (floor area, number of units, typology) -3 pages A4 recto-verso maximum A notice Démarche Environnementale of 3 pages A4 recto-verso maximum, your purchase proposal, including the projected timetable for the project, duly completed and signed by the project owners by their Management and/or Commitment Committee according to the attached template. Sub-folder bid II (graphic documents) A 1:500 scale ground plan (sketch level), indicating the principles of access, public spaces, pathways, outdoor facilities, planting and parking, and fitting it into a 1:500 scale plan of the surrounding area (topographic base data in computer format supplied by the project owner). Schematic floor plans at a scale of 1:200, showing the layout of the structure, horizontal circulation, spaces allocated to each functional entity and major spaces for each equipment project. 1 significant facade elevation, at 1/200 scale 2 significant cross-sections, at 1/200 scale; Although unusual for a sketch, these scales are justified by the size of the project and its need for legibility. However, the details shown on these plans will remain at the level of a sketch ? ' - 1 exterior perspective (angle left to the designers' discretion) showing the main entrance to the facility. . After approval of the application files, bids will be judged as follows: Quality and compliance with the program, innovation, legal, contractual and financial arrangements (compliance with AOCDTF specifications, functionality, organization, approvals, etc.) and completion deadline. Proposed urban, architectural and environmental approach in relation to urban intentions, and understanding of the challenges of the site and surrounding context. Proposed means of running the residence on a 'permanent' basis. 8/ Deadline for submission of applications and bids: January 22, 2024 at 12:00 pm.
