The city of Schwarzheide intends to build an innovative learning and training center, the "Leistungszentrum Lausitz". Within the framework of this award procedure, a total purchaser is to be found for the performance center, who, in addition to the planning and construction services for the turnkey and functional construction and handover of the finished contract object suitable for occupancy, will be assigned maintenance services within the framework of an extended warranty. An extended warranty of a total of 10 years for KG 300 (building construction) and an extended warranty of a total of 5 years for KG 400 (technical facilities) will be transferred.The construction of the educational facility is aimed at training highly qualified skilled workers and securing skilled workers, especially in regional focus industries, the so-called MINT professions. The users of the training facility will therefore be trainees, persons who have already completed their training and schoolchildren. The total capacity of the educational facility is to be designed for approx. 400 trainees and retrainees, 150 pupils (vocational preparation) and 130 further persons in the area of further education and training as well as approx. 60 further instructors or employees of the administration. The gross floor area of the building is to be approx. 12,700 m² and the usable floor area approx. 9,400 m². The project will be located on a plot of land in the town of Schwarzheide with a total area of approx. 37,739 m². The performance center will use state-of-the-art technologies and attach great importance to digitalization. In this way, the educational institution is to stand out from the educational institutions of a similar kind already existing in the region. The Lusatia Performance Center is to serve as a "lighthouse project" for structural development; its success and its outstanding realization are of great importance for the city of Schwarzheide and its development as an industrial and commercial location.The project is to be funded with subsidies in accordance with the "Guideline for the Implementation of Financial Assistance under the Structural Strengthening Act for the Coal Region Part of the Investment Act - Structural Development Lusatia" of the State of Brandenburg. The funding application was submitted to the Investment Bank of the State of Brandenburg in April 2021. The project can only be realized if the funding procedure is positively decided and thus the full financing of the project is secured.The educational facility will be operated by an experienced and reliable contractual partner of the city of Schwarzheide, which takes into account the aforementioned importance of this project. This is the operator consortium TÜV Rheinland Akademie and TÜV Rheinland Immobilien, which will jointly provide the building-related and education-related operating services for a period of 20 years.The start of construction is planned for mid-March 2025 at the latest, the commissioning process/regulation with the operator for the period from February to July 2027 and the start of education operations from 01.08.2027.
For the turnkey and functional construction and handover of the finished contract object suitable for ready-to-occupy commissioning, as well as for the transfer of an extended warranty (10 years for KG 300 and 5 years for KG 400), the city of Schwarzheide intends to commission a total transfer agent.The project is to be funded with subsidies in accordance with the "Guideline for the Implementation of Financial Assistance under the Structural Strengthening Act for the Part of the Coal Region Investment Act - Structural Development Lausitz" of the State of Brandenburg. The funding application was submitted to the Investment Bank of the State of Brandenburg in April 2021. The project can only be realized if a positive decision is made on the subsidy application and the full financing of the project is thus secured.Investitionsbank des Landes Brandenburg and Brandenburgische Landesbetrieb für Liegenschaften und Bauen must be involved in the award procedure for the total takeover. The decision on the subsidy application is therefore not expected until the end of the award procedure for the total recipient. Until then, it is not certain whether the project can be realized. If the subsidies are not approved or not approved in sufficient amounts, the project will not be able to be implemented.
