Planning, expansion, construction and operation of a gigabit network in individual areas of the Wetterau district with the expansion areas:Lot 1: white NGA spots, in selected districts according to the service description and address listLot 2: special call for commercial and industrial areas IGewerbegebiet(e) Ranstadt: 1 area with 21 addressesCommercial area(s) Rockenberg: 2 areas with 52 addressesLot 3: Special call commercial and industrial areas IIGewerbegebiet(e) Büdingen: 2 areas with 19 addressesCommercial area(s) Gedern: 1 area with 7 addressesCommercial area(s) Kefenrod: 1 area with 9 addressesCommercial area(s) Nidda: 1 area with 57 addressesLot 4: Special call schoolsSchool(s) Bad Vilbel: 6 addressesSchool(s) Büdingen: 5 addressesSchool(s) Friedberg: 9 addressesSchool(s) Karben: 3 addressesSchool(s) Kefenrod: 1 addressSchool(s) Rosbach: 2 AddressesSchool(es) Wöllstadt: 2 AddressesIn the context of the guideline "Promotion to support the expansion of broadband in the Federal Republic of Germany" (hereinafter referred to as BMVI Directive [Annex 21]) in the announcement of the Federal Ministry of Transport and Digital Infrastructure of 22 January 2006, the Federal Ministry of Transport, Building and Urban Affairs has published a list of all schools in the Federal Republic of Germany with the following addresses10.2015, in the version of the 1st amendment of 3.7.2018, including the ancillary provisions applicable at the time of the announcement (Annexes 20-26 (current versions can be found on the homepage of ateneKOM GmbH in the download area for broadband promotion https://atenekom.eu).The licensee / contractor shall set up and operate the passive network infrastructure required for this purpose (civil engineering services, ducts with cables and associated components including shafts, distributors and connection facilities) to supply the development area. The contractor/concessionaire will also carry out the professional planning and provision of further components and active technology ready for operation for the development of all distributors or equivalent gigabit components in the development area that can be technically upgraded or are to be newly constructed in the course of the project. The requirements of the mobile gigabit society should also be taken into account in network planning. The networks should also be networked and used with other infrastructures suitable for telecommunications or other supply purposes (e.g. measures for networked mobility or the connection of mobile phone masts). Funding is excluded if a gigabit-capable network already exists and only the local loop is still missing (homes passed). In order to ensure the long-term operation of an adequately powerful gigabit network, the bidder is required to submit a technical concept in the bid which provides comprehensible and plausible information on the reliability and high quality (e.g., durability, upgradeability and number of connections) of the technical solutions (gigabit network capability). The gigabit broadband supply should be available to residents and businesses on a permanent and expandable basis. This concerns the future flexible expansion and further development according to demand (e.g. development of building and commercial areas), technology (e.g. substitution of copper by fibre optic lines) and transmission speed (e.g. scalable bandwidths for backbone connection and distribution network).The bidder must explain that there can be no reduction in bandwidth or loss of quality if additional customers are connected.In the broadband expansion agreement to be concluded by the concessionaire/contractor with the customer (Annex 19), the concessionaire/contractor undertakes to operate the subsidized gigabit network in the expansion area for a minimum period of at least 7 years.Further details are provided under the individual lots or in the service description.
The area to be developed is white NGA spots as defined in the BMVI directive (Annex 21), which the concessionaire/contractor is to develop with a gigabit network. In this context, bandwidths of one Gigabit/s for download and 200 Mbit/s for upload must be reliably guaranteed for all subscribers (buildings, since federal funding is limited to the inner wall of the building in accordance with Annex 21, footnote 4 of the Directive BMVI) in the development area, with substantial new investments (in accordance with footnote 5 of the Directive BMVI [Annex 21]) having to be made in the development area. The expansion area is a designated commercial or industrial area, which is to be developed in accordance with the requirements of No. 5.4 of the BMVI Directive (Annex 21) in conjunction with In this context, bandwidths of at least one gigabit/s must be reliably and symmetrically guaranteed for each company in the expansion area, whereby considerable new investments (in accordance with footnote 5 of the Federal Immission Control Directive [Annex 21]) must be made in the expansion area. The expansion area is a designated commercial or industrial area which is eligible for funding in accordance with the requirements of Section 5.4 of the Federal Government Directive BMVI [Annex 21] in conjunction with Section 4.5.3 of the Guidelines for the Implementation of the Federal Government Directive BMVI in Version 8 of 8.2.2019 [Annex 20].In this context, bandwidths of at least one gigabit/s must be reliably and symmetrically guaranteed for each company in the expansion area, and substantial new investments (in accordance with footnote 5 of the Directive BMVI [Annex 21]) must be made in the expansion area. The expansion area is made up of schools which are eligible for funding in accordance with the requirements of item 5.4 of the Federal Government Directive on the Federal Ministry of Education and Research [Annex 21] in conjunction with items 4.5.1 and 4.5.2 of the Guidelines for the Implementation of the Federal Government Directive on the Federal Ministry of Education and Research [Annex 20] in version 8 of 8 February 2019.In this context, bandwidths of at least one gigabit/s symmetrical must be reliably guaranteed for each connection in the expansion area, and substantial new investments (as defined in footnote 5 of the Federal Government Directive BMVI) must be made in the expansion area.
