SYNOPSIS
The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a SOLE SOURCE basis with GE Inspection Technologies, LP, of Skaneateles, NY (CAGE: 052B7) for the procurement of Four (4) 4mm Common Video Borescope Systems (CVBS), Part No. XLGOB3920-N, Type IV, NSN: 4920-01-584-5440 to support the E-2D Advanced Hawkeye. The video borescope was developed for the Navy based upon a commercial model that was modified by GE. It is a portable, ruggedized, and battery-operated unit used to perform remote visual inspections in inaccessible areas inside the aircraft. The fleet is currently using the required CVBS for specific maintenance functions.
GE Inspection Technologies, LP is the Original Equipment Manufacturer (OEM) of the CVBS, Part Number Part Number XLGOB3920-N. The Government does not possess rights to the drawings and technical data for the CVBS. The PSC for this requirement is 6650 and the NAICS is 333314 with a size standard of 500 employees.
The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
