This law is intended to ensure fair competition in the award of public contracts and to promote environmentally and socially responsible procurement by the public sector. The NTVergG applies to all public contracts for works, services and supplies, including services in the field of public passenger transport (ÖPNV) - from an estimated contract value of EUR 20,000.00 (net).The award of the contract shall be made in accordance with the provisions of the Sub-Threshold Award Regulations (UVgO) of 2 February 2017 pursuant to Section 3 (1) NTVergG. Reference is made to Section 2 UVgO (principles of award). Furthermore, reference is made to some basic provisions of the Act against Restraints of Competition (GWB), in particular Section 97 (1) to (6) GWB.The written tender must be submitted in a firmly closed, windowless envelope.
