Ireland - Citizens Information Board: Invitation to Tender for Production of CIB Social Policy Insights Series

CIB invites expressions of interest from consultants (an individual policy analyst/researcher or agency) to support its social policy feedback role by the production of three thematic CIB Social Policy Insights Series (each Insights Series report will be in the region of 20 – 30 pages) for publication and undertake all related research, data and policy analysis. Requirements: CIB’s legislative mandate includes supporting, promoting and developing the provision of information on the effectiveness of current social policy and services and in highlighting issues which are of concern to users of those services. CIB receives regular data from its funded services, Citizens Information Services (CISs), and Citizens Information Phone Service (CIPS) on the queries and concerns that members of the public are seeking advice, information, and assistance with. This data also highlights difficulties and anomalies within schemes and policies which impact on people accessing their rights and entitlements. The issues that are identified provide the basis for CIB policy submissions and inform CIB social policy and research reports. This Request for Tender is to commission three Social Policy Insights Series reports, which is a new social policy series, comprising of 20 to 30 page reports on emergent themes from CIB data, which should also reflect the external social and public policy environment. The consultant(s) will be expected to analyse both quantitative and qualitative data from services available on the CIB database and advocacy case evidence from CIB funded services, to identify themes, conduct a high level analysis of the issues identified in the wider public policy context across key relevant policy areas; and consult with key informants. This work will be supported and carried out in consultation with the CIB Data and Research Manager. Timescale: We expect the contract to commence in March 2024 and to run for 9 months.
