The Centre de services scolaire des Monts-et-Marées, owner, is requesting tenders for work to "Refurbish the washrooms in the administrative offices of its Matane Service Centre". Tender documents and other information may be obtained from the electronic tendering system (SÉAO) at the following address: http://www.seao.ca . Obtaining documents is subject to this organization's fees. The Centre de services scolaire des Monts-et-Marées shall not be held liable for any errors or omissions in any notices or documents transmitted electronically. Consequently, all bidders must ensure that they obtain all documents related to this call for tenders.
A site visit is scheduled for May 30, 2024 at 9:00 a.m. to observe the scope of the work. Please present yourself at the entrance of the building located at 530, avenue St-Jérôme, in the city of Matane, province of Quebec. No other visits will be made thereafter.

Bids will be received at the owner's office (Service des ressources matérielles), 530, avenue Saint-Jérôme, Matane (Québec) G4W 3B5, on June 18, 2024 until 2:00 p.m. Bidders who wish to do so may submit their bids in a single document directly on the SÉAO platform. The public organization's office hours for receiving bids are Monday to Friday, 8:00 a.m. to 12:00 p.m. and 1:00 p.m. to 4:00 p.m. All bids received after these hours will be automatically rejected. Bids may be submitted electronically. Bids will be publicly opened, in the presence of a witness, at the link indicated in clause 1.07.10 immediately after the time and date set for receipt of bids.

The period of on-site work shall begin on August 12, 2024, and end no later than December 13, 2024, the deadline for conditional acceptance of the work by the owner. Refer to the work schedule in specification section 00 08 10 of the architectural specifications for full details.

All bids must be accompanied by a bid bond representing 10% of the total amount of the bid excluding all applicable taxes payable to "Centre de services scolaire des Monts-et-Marées", an irrevocable letter of guarantee or a bid bond issued by a financial institution that is an insurer holding a licence issued in accordance with the Insurance Act (R.L.R.Q., c. A-32) authorizing it to practice surety insurance, a trust company licensed under the Act respecting trust companies and savings companies (R.L.R.Q., c. S-29.01), a financial services cooperative governed by the Act respecting financial services cooperatives (R.L.R.Q., c. C-67.3) or a bank within the meaning of the Bank Act (S.C., 1991, c. 46), failing which the bid will be automatically rejected. This bid bond must be exchanged at the signing of the contract for a performance bond and a guarantee of obligations for pledges, materials and services. When these guarantees are in the form of bonds, the amount of each corresponds to 50% of the contract price.

For contract award purposes, only bids from contractors with an establishment in Quebec and those covered by the following intergovernmental agreements will be considered: ALEC (Canadian Free Trade Agreement), ACCQO (Agreement on Trade and Cooperation between Quebec and Ontario) and AQNB (Agreement on the Liberalization of Public Procurement in Quebec and New Brunswick) and holding, where applicable, the license required under the Building Act (R.S.Q., c.B.-1.1).

Tenderers are responsible for the selection of subcontractors, both in terms of their creditworthiness and the content of their bids.

The owner shall not be held liable for any errors or omissions in any notices or documents transmitted electronically. Consequently, all bidders must ensure that they obtain all documents related to this call for tenders.

All bids must be made in accordance with the provisions of the Regulation respecting contracts for the construction of immovables of school boards adopted pursuant to the Education Act (R.S.Q., c.I-13-3, r.0.01).

The Owner does not undertake to accept any of the tenders received.
