Description:Â The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division, Contracts Department, Code 02 is seeking potential sources capable of manufacturing, inspecting, testing, packaging and delivery of a quantity of 1,000,000 Cartridge, 12 Gauge No. 00 Buckshot, Frangible MK 286 MOD 0. This cartridge is intended for use in training at indoor, outdoor ranges. It is also designed to reduce ricochet for minimal collateral damage and to protect the user at close distances. The cartridges shall meet or exceed the following requirements:
• The cartridge dimensions shall function without casualty in the Mossberg Model 500A1 and Remington Model 870 shotguns and shall meet the dimensional requirements of ANSI Z299.2 for 12 Gauge, 2-3/4 inch chamber shotshell;
• Chamber pressure and the primed case sensitivity shall be in accordance with SAAMI Technical Committee Manual Vol.4 Shotshell;
• The pattern, at a distance of 15 yards, shall have an average percentage of pellets inside or touching a 16-inch circle of 90 percent;
• When fired against a 3/8 inch AR500 steel plate at a distance of 10 yards, there shall be no pellets or fragments of pellets returning to the shooter;
• Pellets shall have uniform weight and shall not contain lead;
• The primer mix shall not contain lead and shall not contain other heavy metals such as antimony, barium, strontium, cadmium, zinc, etc.;
• Each cartridge shall contain smokeless propellant;
• Military Packaging is required per Unitization Procedures for boxed ammunition and components on 4-way entry pallets - Cartridge, 12 Gauge, packed 160 cartridges per M2A1/M2A2 metal box, 2 M2A1/M2A2 metal boxes per wirebound box, unitized 48 boxes per 40" X 48" pallet; approx. box size 14-1/2"L X 12-3/4" W X 8-3/8" H
Planned Acquisition:Â The U.S. Government plans to award a Five-Year Firm Fixed Price Indefinite Delivery/Indefinite Quantity contract in 1QFY21. Should a contract be pursued, the U.S. Government will award an estimated quantity of 1,000,000 cartridges as the base award with a contract ceiling of 3,000,000 cartridges.
Requested Information
In responding to this Sources Sought Notice, respondents shall provide the following information:
• A drawing or description of the propellant ingredients and primer mix ingredients;
• A synopsis of the company's technical capability to manufacture, inspect, test, package and deliver the 12 Gauge Frangible cartridges in accordance with the above requirements to include any sketches, drawings, specifications and brochures.
• A description of the company's facilities, personnel and past experience as it relates to the requested 12 Gauge Frangible cartridges or similar items.
• A description of the respondent's production rate capabilities, including maximum production rate attainable and minimum sustaining rate.
• A description of the respondent's quality system to include any relevant International Organization of Standards (ISO) qualifications.
• Company size (please identify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business).
All interested sources shall also provide the organization name, address, point of contact, phone number, fax number, e-mail address, taxpayer identification number, DUNS number, and CAGE Code.
