Description

The City of Ratingen operates a municipal canteen in the Ratingen City Hall. The canteen also has the function of a social facility, which is available for the municipal employees to spend their work breaks (also without consumption) and to have meals (also self-brought) there. At the same time, the operation as a public canteen should also appeal to visitors of the city hall and other external guests. In addition, the premises of the City Hall canteen can be used sporadically for events of the City of Ratingen (e.g. staff meeting, end-of-year party).The operational management of the City Hall canteen will be outsourced by the City of Ratingen within the framework of a service contract and will be put out to tender for the period from 01 July 2022. The company is looking for a reliable and efficient partner with sufficient experience in community catering to competently and professionally manage the public canteen in the City Hall of Ratingen.
Based on the basic specifications of the City of Ratingen, the service provider will independently handle the complete operational management of the City Hall canteen and ensure that canteen operations run smoothly. This includes in particular:- Opening of the canteen at the times specified by the City of Ratingen: Monday through Friday from 8:00 a.m. to 2:00 p.m. all year round. Closing days are Saturdays, Sundays, public holidays and up to 10 additional days per year in accordance with individual specifications by the City of Ratingen.- Provision of the specialist and support staff required for canteen operation, including pre- and post-run times, including substitutes.- Instruction, training and supervision of canteen staff and provision of staff clothing.- Observance of and compliance with all legal and official requirements, regulations and guidelines relevant to canteen operation.- Responsible implementation of hygiene guidelines within the framework of an HACCP concept.- Preparation of weekly meals in accordance with the HACCP concept. Expert preparation of the weekly meal plans with allergen labeling based on the following specifications.- Completion of the purchase of the required food, beverages and merchandise / kiosk items based on the assortment specified by the City of Ratingen.- Completion of the purchase of other consumables / non-food items required for the operation of the City Hall canteen, such as dishwashing / cleaning agents and napkins.- Economical and cost-conscious completion of the purchase, taking into account appropriate quality.- Preparation / regeneration of the meals. Preparation / regeneration of food on the basis of the following specifications.- Sale of food, beverages and merchandise / kiosk items at the prices specified by the City of Ratingen.- Positioning of the cash register system, collection of sales and proper cash management.- Support of the City of Ratingen in the assortment and pricing and the quantitative and qualitative development of the offer.- Design of promotional offers in coordination with the City of Ratingen.- Takeover of dishwashing services and waste disposal.- Organization of the wet waste disposal.- Monthly self-inspection of the grease trap and organization of grease trap removal and cleaning in line with requirements.- Cleaning of the entire kitchen, utility, storage and serving area of the canteen, including maintenance cleaning.- Cleaning of the tables and chairs in the guest areas.- Regular checking, stocking and cleaning of the hot drinks vending machine in the city's service rooms.- Situational meeting / conference service with hot and soft drinks and, if necessary, pastries / snacks during the opening hours of the canteen on request. The requirements for catering are specified as follows:- The breakfast, snack and lunch catering with cold and hot food and beverages as well as merchandise is based on the needs and typical preferences of the city employees as well as external guests.- Gender-specific, ethnic, religious and ideological consumption habits or consumption restrictions are taken into account as far as possible.- The offer is designed in a contemporary manner, taking into account regionality and seasonality. The food and beverages are tasty. Demand trends are taken into account in the design and further development of the range.- The range is offered in appropriate quality and portions and is presented in an appealing manner. The DGE quality standards for company catering are taken into account.- The daily changing lunch offer includes at least one whole food dish and one independent vegetarian dish. Guests are free to choose from among the side dishes.- Traditional dishes and home-style cooking as well as modern and international dishes are offered as part of a varied weekly menu.- Individual lunch menus are repeated at least once every eight weeks, weekly meal plans at least once every twelve weeks. In addition, an attractive fresh salad offering with a variety of dressings and toppings from the buffet is offered daily.- Food, beverages, and merchandise are stocked in sufficient quantities, with the goal of low spoilage.- Food, beverages, and merchandise are offered for both on-site consumption and to-go. Food and beverages sold to-go must be dispensed in a reusable system, and the service provider is responsible for positioning, maintaining, and accounting for the reusable system. Furthermore, the Service Provider is obliged to cater for meetings, receptions and other events in the canteen or in or at the City Hall outside the canteen operating hours and to prepare the accounts for these. The service provider must offer and invoice any additional personnel hours associated with such catering at normal market prices. Cost advantages resulting from the staffing of the regular canteen operations shall be taken into account appropriately. There shall be no exclusive right of management.
