Canada - Call for tenders for specialized ophthalmology clinic services

THE PUBLIC ORGANIZATION DECLARES THE FOLLOWING:
In accordance with the Act respecting health services and social services (LSSSS), the CISSSMC wishes to enter into a service agreement with a Centre médical spécialisé (CMS) in order to reduce waiting lists for ophthalmological surgery, with the aim of improving user access to quality services at a level of financial performance equal to or better than that of the CISSSMC, while respecting taxpayers' ability to pay.
Description of needs
In this context, CISSS de la Montérégie-Centre, the SERVICE PROVIDER, must be able to accommodate referred patients waiting for cataract, glaucoma and oculoplasty surgery services to be performed by surgeons who are members of CISSSMC's Council of Physicians, Dentists and Pharmacists (CMDP).

Delivery location(s): The territory is defined on the map attached to the tender documents.
Contract term: 3 years (firm)
Renewal option: two (2) renewal options of one (1) year each
Tender guarantee: Not applicable
Performance Bond: The SERVICE PROVIDER shall, within FIFTEEN (15) days from the date of dispatch of the Notice of Award, provide the PUBLIC BODY with a performance bond, in an amount equivalent to TWO PER CENT (2%) of the Contract, in the form of a bond issued by a Financial Institution in favor of the PUBLIC BODY, which shall comply with the provisions of the performance bond model reproduced in Appendix 4.01 of the Tender Documents, Contract.

Obtaining tender documents: Tender documents can only be obtained via Seao's electronic system.
Electronic bids: Bidders may submit their bids via the SEAO electronic system.
Receipt and opening of bids
Bidders must obtain the documents transmitted through SEAO. To be valid and considered, bids must be addressed to the file manager and received no later than November 3, 2023 at 11:00 a.m. . The time of receipt is deemed to be that of the bid office clock.
Considering that the opening of tenders cannot be done in person, the opening is done by the transmission of a Team link to all bidders having ordered the documents through SEAO.
Receipt of complaints: The deadline for receipt of complaints is October 31, 2023.
The PUBLIC ORGANIZATION does not undertake to accept any of the Bids received under the Invitation to Tender.
