Kilden teater og konserthus [Kilden Theatre and Concert Hall] in Kristiansand is Norway's largest performing arts institution and one of Scandinavia's most exciting environments for professional performing arts and music. The Arts Centre houses Kristiansand Symphony Orchestra, Kilden Theatre, Kilden Opera, Kilden Culture and an innovative execution of the social side of the social assignment through Kilden Dialogue. In interaction with each other we represent a cultural offer without equal. Kilden needs assistance in connection with implementing continual improvement works across the business. We seek help to initiate this over a period of 3 years, with the main part of the delivery taking place in the first 12 months. Ongoing improvement often operates based on ‘pure’ LEAN thinking, but in this process we are also open to other structured methods, possibly in combination with LEAN.Kilden is in the start-phase in relation to changing operational strategy and had no previous experience with systematic ongoing improvement work (LEAN or equivalent). Therefore we need assistance with training of employees, implementation of the pilot project and implementation of methodology and tools throughout the entire organisation.The procurement procedure is a contest with negotiation with a prior announcement (part 3). All relevant suppliers must submit an application for qualification (pre-qualification). Suppliers who fulfil the requirements will thereafter be invited to submit tender offers (phase). In this phase, the contracting authority plans to invite up to four tenderers to presentations and dialogue/negations about the offered solution. The selection will be based on the award criteria ‘quality’ (more information under the tab evaluation and criteria in the contest). The dialogue/the negotiations will take place at the contracting authority or via video conference. The dialogue will primarily concern presentation and elaboration of the offer, as well as provide opportunities for the contracting authority to ask questions about all aspects of the tender offers. The tender who after dialogue/negotiations has the best relationship between price and quality, will be the winner of the contest.In addition to mandatory requirements of the tenderer in accordance with regulations, relevant tenderers must document experience from relevant assignments during the last 3 years. Fulfilment of the requirement must be documented through a description of the assignments and must include provision of the assignment value, dates and the contracting authority (with name, telephone and email for the reference). It is the tenderer's responsibility to confirm relevance through the description. The contracting authority reserves the right to determine if the experience is deemed relevant or not.Tenderer's invited to submit tenders must clearly and informatively (maximum of two pages) present proposals for implementation.The plan must as a minimum cover the following:— proposal for implementation of a common platform for ongoing improvement in the business,— proposal for skills upgrading of managers and employees,— proposal for how to measure value-creation for the contracting authority,— progress plan,— estimation of anticipated time usage and total cost of the proposed model.It is important for Kilden that the supplier who is engaged in the interaction contract can document competence in the area. The tenderer, with their offered team, must be able to quickly build trust and create good relationships. Operative experience from implementation in other businesses is a prerequisite, along with documented value creation for the client.The basis for further interaction with the selected tenderer is a framework agreement with a duration of 3 years with an option to extend for 1 year. We want to start the work in the beginning of February 2021, so tenderers must have the capacity to supply offered personnel from that time. All documents, including questions about participation and offers must be delivered in Norwegian, and the assignment will be implemented in Norwegian.We reserve the right to not sign a contract equivalent to the anticipate value of the procurement in the publication, or if the budget limit is exceeded. Furthermore, we reserve the right to cancel the contract if under way in the contract relation we exceed the agreed amount for the service. In addition we reserve the right to cancel the contract/tender process if conditions due to the corona pandemic indicate that the resources must redistributed.
