The U.S. Army Corps of Engineers, Pittsburgh District has a requirement for the replacement of the existing control system with modern equipment and communications at Berlin Dam. The construction will be located at Berlin Dam, Mahoning County, Ohio.
The general description of the work is as follows:
The work will include the replacement of power transformer 2T1 and installation of photocells to existing dam bridge lighting. Also, the contract will include one awardable option for the supply and installation of a new five camera security system and workstation. Below are some specific features, important elements, and details required as part of the control system replacement contract:
a. Remove existing HMI's and PC based PLC clients
b. Supply new Panel View HMI's with enclosures.
c. Remove existing SLC 500 processor control enclosure.
d. Provide new PLC panel with Compact Logix controller and accessories.
e. Supply and install new valve actuators with Profibus communication protocol.
f. Supply and install new control system hardware for the crest gate IO panels.
g. Supply and install new communications wiring to valve actuators and gate hoist IO panels.
h. Supply and install new security camera system for site monitoring.
The magnitude of the project is between $250,000 and $500,000.
This procurement will be advertised as a Small Business Set Aside. The resulting award will be for one (1) Firm Fixed Price (FFP) contract.
All responsible offerors are encouraged to participate. The work shall be completed 270 calendar days after written Notice to Proceed (NTP). The Invitation for Bid (IFB) will be issued approximately 11 July 2019, online through Federal Business Opportunities (FBO.gov), therefore, requests for hardcopies of the solicitation, specification and drawings will not be honored. In order to receive notification of any amendments to the solicitation, interested vendors must register as an interested vendor on the fbo.gov website. If you are not registered, the Government is not responsible with providing notification of any changes to the solicitation.
Contractors must be registered and active in the System for Award Management (SAM) database before submitting a bid on this solicitation (visit https://www.sam.gov/SAM to register). SAM is free to use. During the registration or renewal process, you'll be asked to create a login.gov user account. A notarized letter will be required to confirm the entity's (Company) Administrator that will be authorized to register the company in SAM, or to make changes to the registration.
