The U.S. Army Corps of Engineers, Memphis District, intends to initiate an Invitation for Bid (IFB) for the procurement of one welded steel barge to be used in floating crane service. A dragline crane will be provided to the Contractor as Government Furnished Equipment (GFE) to be mounted on the barge while at the shipyard. The completed vessel will be placed in service with the Bank Grading Unit of the Memphis District of the U.S. Army Corps of Engineers and will be used by the District in support of its construction and maintenance mission on the inland navigation system.
The barge will be built to and classified by ABS as Maltese Cross A1, Floating Crane. Intra-Coastal Waterways
Service, Reinforcement B with CRC (Crane Register Certificate).
A contract level design for the barge will be provided as part of the forthcoming solicitation.
Principle Dimensions for the barge are as follows:
LOA: 130 feet
Beam: 70 feet
Depth: 12 feet
The barge shall have two winch hubs on the main deck. Below deck will have machinery spaces, storage areas, and tankage.
Deck winches for barge positioning shall also be provided.
Delivery and final acceptance will be at the Corps' Ensley Engineering Yard on the Mississippi River (McKeller Lake), in Memphis, Tennessee.
Period of performance will be determined at the issuance of the solicitation.
The NAICS code is 336611. A bid guarantee and performance and payment bonds will be required; warranty of supplies/services and liquidated damages will apply.
The acquisition will be procured using the procedures listed in FAR part 14. The Invitation for Bid Number (IFB) W912EQ-19-B-0007 is intended to be available on or about 1 August 2019 with a bid opening date of 11 September 2019. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this IFB is the web. Contractors may download the IFB (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the offeror's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the IFB and any amendments. All offers shall be delivered to the U.S. Army Corps of Engineers, Memphis District, 167 N.
