Description

The framework agreement of the present contract consists of the architectural design and/or the technical and engineering studies as well as the follow-up of the execution of projects of new constructions and/or renovations of buildings and surface and underground installations belonging to or operated by the STIB. This includes the missions of expertise, studies and architecture in order to assist the STIB in the preparation and the realization of its projects of new constructions and/or renovations of its buildings and surface and underground installations, as well as the defense of its interests during the works.
The services are identical for all the lots. The lots are distinguished according to the estimated cost of the works as follows Lot 1: 0 € to 500.000 €Lot 2: 500.001 € to 5.000.000 €Lot 3: 5.000.001 € to 20.000.000 €For lots 1 and 2, the phases described below will not be systematically ordered for each project. Phase 0: Conduct of simplified preliminary design studies (feasibility study): On the basis of the project description sheet and the site visit with the managing official, the successful bidder will draw up one or more drafts meeting the constraints established at the project presentation meeting. These drafts will include a set of layout plans, a list of special techniques to be implemented as well as a 'high level' budget estimate and a provisional schedule for the duration of the work: The mission includes the establishment of a detailed pre-project file regrouping the parts stability, architecture, special techniques as well as any other specific technique related to the project (tracks, signalling, fixed equipment, etc) and will support its proposal by means of plans and technical notes justifying its choices. Phase 2: Preparation of the permit file: The purpose of this mission is to provide a complete permit application file, according to the constraints identified in the "Preliminary Project" phase. Based on the final detailed design, the contractor prepares the documents for the permit applications. The contractor takes care of the composition of the complete file and transmits the files to the STIB who will introduce them after signature to the concerned authorities. Depending on the type of project, an urban planning, environmental (or mixed) and/or socio-economic permit will be required - Phase 3: Preparation of the tender file: Based on the plans approved by the STIB in the previous phase, the tender file will have to include all the documents necessary for a detailed understanding of the project and to allow a company to submit a bid in line with the STIB's needs. The tender file will include sufficient plans, details, descriptions, price lists, planning, etc. so that all the works to be carried out are represented or described. Phase 4: Assistance in the awarding of the works contract: During this phase, the operator will assist the managing official in all the stages of the request for quotation and the awarding of the contract. Phase 5: Follow-up of the realization of the works: During this phase, the successful bidder will assist the executive officer in all the regular and exceptional tasks related to the realization of the works. The contractor will centralize, analyze and validate the data sheets and other documents related to the execution and will propose technical solutions in case of deviation. He ensures by his follow-up that the contractor carries out the work in accordance with the requirements of the special specifications and as economically as possible in view of these requirements. To this end, all studies that have not been explicitly entrusted to the contractor as corresponding execution studies are included in the project (such as, among others, power supplies, transmission of weight loads, etc.) of this service contract. Phase 6: Follow-up of the receptions and follow-up during the guarantee period: During this phase, the contractor will carry out all the regular tasks necessary for the follow-up and the supervision of the end of the construction site, the internal and external pre-acceptances to the STIB, the provisional reception and the elaboration of the As-Built file.
