Architectural professional services for the Caton Pavilion building envelope rehabilitation project
CALL FOR TENDERS No. AOP2023-72046
The Centre intégré universitaire de santé et de services sociaux de l'Ouest-de-l'Île-de-Montréal (CIUSSS-ODIM) wishes to issue a call for tenders for Professional Architectural Services for the Caton Pavilion building envelope rehabilitation project.
Tenders will be awarded on the basis of the final score for the highest quality. This call for tenders is without price.
The tender document is available only through the SÉAO website: WWW.SEAO.CA or by calling the Montreal region at 514 856-6600 or toll-free outside Montreal at 1 866 669-7326.
During the tender period, an information session is scheduled for OCTOBER 16, 2023 at 1:00 p.m. at 6875 boulvard LaSalle, in the city of Verdun , province of Quebec , H4H1R3 .
At this meeting, representatives of the PUBLIC ORGANIZATION will answer questions from bidders.
Tenders for services, one original, three copies and one electronic copy, will be received at the secretariat of the procurement department of CIUSSS de-l'Ouest-de-l'île-de-Montréal at 8000, rue Notre-Dame, 4th floor, Lachine (Québec) H8R 1H2 on OCTOBER 27, 2023 before 1:00 p.m., local time, to be publicly opened at the same place on the same day and at the same time. The original and copies must be identified as such.
To be admitted to tender, a BIDDER :

must possess the necessary qualifications, authorizations, permits, licenses, registrations, certificates, accreditations and attestations;
must have, in Quebec or in a territory covered by an applicable Intergovernmental Agreement, an establishment where it carries out its activities on a permanent basis, clearly identified in its name and accessible during normal business hours;
having an establishment in Quebec must hold, at the time of submitting its Bid, a valid attestation from Revenu Québec that has not been issued after the deadline for receipt of Bids;
does not have an establishment in Quebec must submit a duly completed and signed "Absence of Establishment in Quebec" form with its Bid;
must not, at the time of submitting its Tender, be registered in the register of companies ineligible for public contracts (RENA) or, if registered, be in a period of ineligibility;

The Register of Ineligible Undertakings (RENA) can be consulted on the Autorité des marchés publics website at https://amp.gouv.qc.ca/rena/. For further information on the RENA, please contact the AMP by telephone at 1 888 335-5550. For more information on the register of ineligible businesses, please refer to sections 21.1 et seq. of the Act respecting contracting by public bodies (RLRQ, c. C-65.1).

the Bidder must present three (3) similar and comparable projects for which it has been responsible and has rendered services;


the project manager must present three (3) similar and comparable projects for which he has been responsible in a field similar to the work planned;


The Senior Designer must present three (3) similar and comparable projects for which he/she has been responsible and has rendered services.


The site supervisor must submit three (3) similar and comparable projects for which he/she has been responsible and provided services.


must have submitted a duly completed and signed "Attestation relative à la Probité du Sou soumissionnaire" form with his Bid;


must have submitted with its Tender the "Declaration Concerning Lobbying Activities" form, duly completed and signed; must comply, where applicable, with any other eligibility conditions indicated in the Tender Documents.

Failure by a BIDDER to comply with any of these conditions shall render it ineligible.
If the BIDDER takes the form of a Non-Legally Organized Consortium, the following eligibility conditions must be met individually by each member of the Non-Legally Organized Consortium:

The choice of bidders will be made on the basis of the recommendations of a selection committee, according to the evaluation criteria described in the tender documents.
The PUBLIC BODY is not obliged to accept any of the bids received.
