Architectural and engineering services pursuant to:- §§ 34 in conjunction with Annex 10 HOAI, performance phase 1-9, - §§ 39 in conjunction with Annex 11 HOAI, performance phase 1-9, - §§ 51 in conjunction with Annex 10 HOAI, performance phase 1-9, - §§ 51 in conjunction with Annex 10 HOAI, performance phase 1-9, - §§ 39 in conjunction with Annex 11 HOAI, performance phase 1-9, - §§ 51 in conjunction with Annex 10 HOAI, performance phase 1-9 in conjunction with Annex 11 HOAI V. with Annex 14 HOAI, performance phase 1-6 and §§ 55 i. Stage, performance phase 5-7 of the HOAI (for structural design LPH 5-6) as well as pro rata basic and special services,- Stage 4, performance phase 8-9 of the HOAI (does not apply to structural design) as well as pro rata basic and special services (among other things, monitoring of the remedy of defects within the limitation period)Within the framework of the new construction programme, plots of land are continuously provided for the new construction of apartments.The contractor must be able to work on several projects at the same time, since work on several projects can begin simultaneously during the contract period. The selection of the framework contract partners will be subject to a task (pilot project) for the selected applicants in the second stage of the procedure (negotiation).The task will be to work out an urban planning concept for an existing residential complex (part of a large housing estate) on the basis of an existing feasibility study and to work out a concrete tendering and construction supervision concept to ensure that the planned new buildings are completed on time and to the required quality. The residential complex is to be extended by additional rental apartments, if necessary a day care centre and commercial facilities and parking spaces and new outdoor spaces with a high quality of living are to be created. The existing outdoor facilities must be upgraded taking into account an adequate number of parking spaces. As part of degewo's social mandate as a municipal housing company, the defined project objective is to construct half of the new rental apartments in accordance with the WFB 2018 guidelines with rents of EUR 6.50 per square metre and the other half as freely financed rental housing with average rents of less than EUR 10 per square metre. This goal can only be achieved by economically optimised planning, which always focuses on cost-effective and sustainable construction, which should be evaluated on the basis of the following criteria:- social sustainability (e.g. suitability for everyday use, cost reduction, community living and changing needs),- ecology (e.g. climate-friendly construction, effective urban quality and differentiated offers of use in green spaces and open spaces),- economy (e.g. total construction costs, user costs, cost relevance of the construction work with the rents to be achieved),- architecture (e.g. city, building and housing structure, design).the selection of the framework contract partners (number 4-5) is made, among other things, by All projects shall be assigned in the order of their placement in the evaluation of the pilot project according to the award matrix as follows:1) at the time of the award of the framework contract, they shall be assigned according to the gross construction costs on the basis of the project list available on that day and on an ongoing basis;2) in the case of new projects named after the date on which the contract was awarded, irrespective of the amount of the construction costs and on an ongoing basis.Ongoing means: If a project has been assigned to all contract partners, the distribution of the projects begins anew in the order of placement.
