Description
The subject of the tendered service is the provision of specialist planning services, the preparation of a study for the receipt of subsidies and the support of the client in the application for subsidies:- Stage 1: The contractor is to prepare a study for the receipt of subsidies according to the funding guidelines for water management (FrWw 2015) of the state of Baden-Württemberg for the water supply association. As a necessary measure based on the study, the contractor is to provide planning services for the construction of the new main supply line - the object planning of engineering structures in accordance with § 41 HOAI i.V.m. Annex 12 (to Section 43 Paragraph 4, Section 48 Paragraph 5 HOAI)) in the work phases 1 to 3 as well as- the specialist planning of technical equipment in the plant groups 1, 4, 5, 7 and 8 in accordance with Section 53 HOAI in conjunction with Annex 15 (to Section 55 Paragraph 3 HOAI). Annex 15 (to Section 55 Paragraph 3, Section 56 Paragraph 3 HOAI) in the work phases 1 to 3 - Stage 2: Based on the study in conjunction with the planning and cost estimate from Stage 3, the client can then apply for funding. The contractor shall support the client in this respect.- Stage 3: The planning services in the further service phases shall then be provided as follows:- Object planning of engineering structures in accordance with § 41 HOAI i.V.m. Annex 12 (to § 43 Para. 4, § 48 Para. 5 HOAI)) in the work phases 4 to 9 as well as- Technical equipment planning in the plant groups 1, 4, 5, 7 and 8 in accordance with § 53 HOAI i.V.m. Annex 15 (to Section 55 Paragraph 3, Section 56 Paragraph 3 HOAI) in the work phases 4 to 9.
The Zweckverband Gruppenwasserversorgung Hohberg with headquarters in Östringen is a supra-municipal water supplier whose goal is to always provide drinking water in perfect quality and in sufficient quantities as well as with sufficient pressure to its association members.The supply area of the Zweckverband Gruppenwasserversorgung Hohberg is located in the northeastern district of Karlsruhe as well as in the bordering Rhine-Neckar district.It includes:- the city of Östringen with the districts Östringen, Odenheim, Eichelberg and Tiefenbach (Karlsruhe district)- the municipality of Kronau (Karlsruhe district)- the municipality of Bad Schönborn with the districts of Langenbrücken and Mingolsheim (Karlsruhe district)- the municipality of Angelbachtal with the districts of Eichtersheim and Michelfeld (Rhine-Neckar district)- the district of Eschelbach in the city of Sinsheim (Rhine-Neckar district)- the district of Tairnbach in the municipality of Mühlhausen (Rhine-Neckar district) (member of the Zweckverband Wasserversorgung Letzenberggruppe ZWL).The supply of the association area takes place via the waterworks (basic pumping station) Kronau, in which, among other things, the treatment of the pumped raw water takes place. The ZGH obtains its drinking water from four drinking water wells. Three elevated tanks exist in the supply area for the storage and distribution of drinking water. Elevated tank I is located in the Langenbrücken district of Bad Schönborn, elevated tank II on the boundary between Östringen and Angelbachtal, and elevated tank III in the Eichelberg district of Östringen. The area covered by the "Gruppenwasserversorgung Hohberg" association comprises a total of about 33 km of water supply mains with 71 manholes. The network is operated with a total of five pressure zones and three elevated tanks, whereby the delivery lines to the elevated tanks are also used as downpipes to the local networks (counter-tank system).The association started its operation in the 1960s, the existing delivery pipeline was laid using AZ pipes and is more than 50 years old.To ensure the water supply of the association communities, an additional delivery pipeline is to be laid from the base pumping station to elevated tank I (L = 6740 m) and from elevated tank I to elevated tank II (L = 7337 m) in order to be able to maintain the water supply in the event of an average. The new pipeline is to be integrated into the existing plant operation under the existing technical conditions. The costs for the construction of the pipeline are currently estimated at approx. 20 million EUR. This cost target must not be exceeded.The special-purpose association had a master plan drawn up in 2013 for the supply security of the delivery lines for the water supply. Annex 15 (to Section 55, Paragraph 3, Section 56, Paragraph 3 HOAI) in the work phases 4 to 9The subject of the service is furthermore the obtaining of all public-law approvals (e.g. building-law, nature and environmental-law, road-law approvals) as well as clarification, coordination and obtaining of all necessary approvals from owners of affected properties (Stage 3).The planner selected in the course of this award procedure will initially be commissioned for stage 1. The intention is to commission the planner in stages; there is no entitlement to further commissioning.Further details of the scope of services to be provided will be sent to the applicants selected in the course of the competitive bidding procedure with the invitation to submit bids.
