Description
The Free and Hanseatic City of Hamburg established the State Enterprise SBH | Schulbau Hamburg (hereinafter referred to as SBH) on January 1, 2013 in accordance with Section 26 (1) of the State Budget Code. This state enterprise has the task of planning, constructing, maintaining and managing the school real estate in accordance with economic principles, taking into account the school's interests, and of leasing the approx. 350 schools to the Authority for Schools and Vocational Training (BSB). School real estate includes all land and buildings used for school purposes by state and vocational schools. The land area of all general and vocational state schools amounts to approximately 9.1 million m² and the main usable area to approximately 3.1 million m².In this activity, Schulbau Hamburg was commissioned to realize a 3-story annex for the Langbargheide Elementary School at the school location Langbargheide 40 in 22547 Hamburg.For further details, please refer to Section 2.4. of the announcement.
Due to an increase in the number of pupils, a 3-storey extension is to be built. The existing building 07 (Klassenkreuz) is to be renovated. In addition, buildings 01, 03 (partially), 04, 05,06 and 08 will be demolished. In order to clarify the basic urban planning conditions, the office Kleta GmbH, Hamburg was commissioned with the preparation of a feasibility study. The feasibility study will be provided (at least in excerpts) with the dispatch of the request for bids. The office KLETA GmbH, Hamburg is excluded from participation in the procedure according to § 6 VgV.Schulbau Hamburg was commissioned to implement variant 2 of the potential analysis prepared in advance at the Langbargheide elementary school. The implementation will be carried out by a three-storey extension (building 06) as a Hamburg class building as well as by the renovation of building 07 (class cross). In addition, buildings 01, 04, 05, 06 and 08 are to be demolished and building 03 partially demolished. The subject parcel 2494 has a total area of 25,574 square feet, and the current building area totals 5,808.59 square feet. None of the buildings on the school site are listed. Building 07 (class cross) is three stories; Buildings 01 (administration), Buildings 04, 05, and 06 (pavilions), and Building 08 (residence for the school janitor) are one story. Class building 03 is two-story. Addition:To implement the potential analysis, approximately 2020 m² of additional space is to be produced by a three-story addition to the east of the existing building 07 (class cross). This building would consolidate all teacher and administrative space with common areas. In addition, nine classrooms with differentiation areas and three subject rooms with collection areas will be created. At the same time as the construction of the extension, the conversion to district heating will take place.The start of construction and completion are planned for 2024. The connection advance for the district heating connection is planned for 2023, the expected start of delivery for the district heating connection is planned for 2024.Refurbishment:Class building 07 (class cross) is to be fundamentally optimized in terms of energy as part of the planned refurbishment. The aim of the refurbishment is to bring the buildings into a condition that allows them to be secured as part of regular maintenance.For building 07 and the outdoor facilities and sills, the framework plan envisages refurbishment in 2025.Deconstruction:Buildings 01 (administration), buildings 04, 05 and 06 (pavilions) and building 08 (residential building for the school janitor) are to be deconstructed, as refurbishment is not economical against the background of energy standards to be achieved. The deconstruction of buildings 06 and 08 is planned before the start of construction of the extension. Following the completion of the extension, the deconstruction of building 01 is planned, and following the renovation of building 07, the deconstruction of buildings 04 and 05 is planned.Outdoor facilities and sills:The outdoor facilities and sills are to be renovated as part of the deconstruction of the administration building, the pavilions and the residential building for the school janitor. The deconstruction of the pavilions will free up 5,000 sq. ft. of land to the southeast that can be separated from the school property and used for other purposes. The renovation of the sieve is to be taken into account in the course of the project but is not the subject of the services put out to tender here.ImplementationThis measure will be implemented during ongoing school operations. The extension will be realized on the southeastern undeveloped part of the site before the buildings in need of renovation are demolished. On the break yard area, an area is to be kept in reserve in case of a possible later need. Here, an annex for additional meal places and a larger kitchen could be placed, whereby the single-story building 03, in which the cafeteria and the break hall are currently located, would be demolished.Project budgetThe project budget for KG 200-700 is approx. 8,784,053.96 euros gross. The costs for KG 300 are 4.036.688,75 Euro gross, for KG 400 they are 1.614.675,50 Euro gross.The planning has to be adapted to the given budget. The services to be awarded consist of: - Service phase 2 according to § 34 HOAI - Service phases 3 to 9 according to § 34 HOAI as optional commissioning by determination of the client (in stages to be determined by the client).Special services according to § 33 HOAI: - Inventory- Preparation of perspective representations or visualizations Participation in regular coordination meetings and planning discussions on site in compliance with the distance and contact rules required at the appropriate timeRepresentatives of the BSB, the school and representatives of the external project management may participate in the negotiations in an advisory capacity or in the capacity of experts.The awarding authority will be supported and advised in the operational implementation of this VgV procedure by the office luchterhandt & partner.
