The large district town of Backnang is planning to build a new fire station for the southern districts of Maubach, Waldrems and Heiningen in order to create modern operating conditions there and to guarantee the legally stipulated rescue times. the new fire station is to be built at the "Ebene" site south of Neckarstraße between the two suburbs of Waldrems and Heiningen, as decided by the municipal council of the town of Backnang. the "Ebene" development plan required for this has now been approved in an amended draft on 8 April 2019. The construction task comprises the construction of a new fire station with 3 vehicle boxes, a storage box as well as the necessary changing rooms, social and technical rooms which can be reached barrier-free on 2 floors with a total usable area of approx. 1,500 m2 plus the necessary traffic and ancillary areas. A hose drying and a practice tower are not planned. In order to clarify the basic organisational, financial and urban planning issues, a sketchy preliminary plan was already drawn up. This is coordinated with the voluntary fire brigade and forms the basis for the development plan draft and for the necessary emission protection investigations and environmental tests. Together with the energy consultant of the city of Backnang, an energy concept was developed for the building, according to which the heat and energy supply can take place either via a combined heat and power unit with peak load gas boiler or a gas boiler with photovoltaic system. The outdoor facilities with alarm access roads, alarm and practice yard, parking areas and the noise protection measures necessary for the protection of the neighbourhood are to be planned on the property with a total area of around 7 140 m2.The upper cost limit for the construction costs of the cost groups 200 to 600 according to DIN 276 is set at EUR 3 million gross for the overall measure. For the realisation of the project, the City of Backnang now intends to award the planning services for work phases 1-8 according to HOAI for building and open space planning in a two-stage negotiation procedure with an upstream competition for participation according to VgV. It is planned that the contract will be awarded by the beginning of December 2019 and that the design plans for buildings and open spaces, including the cost calculation, will be completed by January 2020. These form the basis for the construction decision to be taken by the local council and the submission of the subsidy application to ZFeu in February 2020. Subsequently, the further planning is to be commissioned and the building application submitted.The awarding of contracts and construction are to take place from mid-2020, the object is to be completed by the end of 2021.Further information on the object of performance will be provided to the applicants selected within the scope of the competition with the invitation to submit a bid.
