Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The Elevator Inspection and Maintenance Program includes the inspection and maintenance of Department of National Defence (DND) elevators in support of Canadian Forces Operations at CFB Kingston, Ontario. Locations may include but are not limited to: Fort Frontenac, the Royal Military College, Vimy Barracks, McNaughton Barracks, Fort Henry Heights and the Kingston Armoury all located in Kingston, ON. In addition, this contract will also service the Brockville Armoury located in Brockville, Ontario.
Description of the Services
The scope of work includes all periodic maintenance, inspections, and minor repairs, including all Department of Labour inspections and permits.
The project will consist of inspection and maintenance that may include, but is not necessarily limited to the following:

Elevator servicing and inspections;
24/7 on call servicing and rescue;
Licensing and permits;
Emergency (overnight) repair of units in support of operational requirements; and
Other small elevator repairs.

The overall program value is estimated at $1,000,000.00 over 5 years.
It is anticipated that the procurement for this project will be initiated in Fall 2020.
Security Requirements
Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Contractor personnel and sub-contractors requiring access to sensitive work site(s) must EACH hold a valid personnel security screening at the level of SECRET, or RELIABILITY STATUS, as required, issued or approved by the Contract Security Program (CSP) of the Industrial Security Sector (ISS), Public Works and Government Services (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html . Contractors are asked to submit their request prior to April 6, 2020 quoting the following information:
