Description of Work (physical characteristics):
U.S. Army Corps of Engineers (USACE), Seattle District, requires the complete design, manufacture and factory testing of three 15,000/20,000 kVA; 115 kV high-voltage winding (H) / 13.2 kV delta low-voltage winding (X); cooling class ONAN/ONAF; three-phase generator step-up (GSU) power transformers and accessories. This project includes: delivery of the GSU power transformers to Albeni Falls Dam power plant, off-load, transformer reassembly, provide transformer oil, perform vacuum processing, hot oil filling, field testing, final transformer cleaning and provide Erecting Engineer and Commissioning Agent services.
The magnitude of construction is estimated to be between $1,000,000 and $5,000,000. The resulting contract will be firm-fixed-price.
Solicitation number W912DW19R0014 will be posted to the Federal Business Opportunities (FBO) website, www.fbo.gov, on or about 1 May 2019. The solicitation will be a Request for Proposals. Proposals will be due no sooner than 30 calendar days after actual solicitation issuance date. See the solicitation for details about proposal submission. A site visit will not be offered. The NAICS code for this procurement is 335311, Power, Distribution, and Specialty Transformer Manufacturing, and the associated small business size standard is less than 750 employees. The solicitation will be issued as Unrestricted.
