The subject of the contract is to select an aircraft operator with a helicopter to perform 38 hours of special flights.
The subject matter of the contract is to select an aircraft operator with a helicopter to perform 38 hours of special flights, with the option to increase the value of the contract, with a hyperspectral camera as part of the project entitled: Intelligent system for monitoring areas around gas pipelines for automatic detection and classification of anomalies in the gas infrastructure (iDiaGaSys). The service will be provided by a single aircraft operator.2 Contract completion date: The Contracting Authority anticipates the performance of the service from the date of the contract until October 30, 2023. The subject matter of the contract will be implemented according to the described assumptions in accordance with the project schedule:* Works related to the preparation of the helicopter and the necessary documentation to obtain PTF (Permission To Fly), in the period: from the date of conclusion of the contract to 31 March 2023.* Flights will be implemented in three stages: stage I and II in the period: 31 May 2022. - 31 January 2023, Stage III in the period: 28 February 2023. - 30 October 2023:- Stage I - 5 hours of flights for the purpose of research in the area of the sensory system and algorithms for detection and classification of gas infrastructure anomalies;- Stage II - 15 hours of special flights, in the scope of verification of the designed and constructed device for suspension of measuring devices to the helicopter for certification by the appropriate Aviation Authority;- Stage III - 18 hours of normal flights (training/confirmation flights) concerning comprehensive verification of the prototype system in real conditions.3. Place of order execution: Obtaining PTF - as agreed with the Part-21 and Part-145 Approved Organization indicated by the Employer.Special flights - indicated by the Employer and designated and agreed with the Polish Air Navigation Agency EA (Exercises Area) with the gas pipeline control section/ in the area of Łukanowice junction, GPS coordinates: 49058'10,9" N 200 51' 5,3" E (49.969698; 20.865648).4. Information on the electronic means of communication to be used by the Contracting Authority to communicate with contractors as well as information on the technical and organisational requirements for drafting, sending and receiving electronic correspondence: a) communication in the procurement procedure, including the submission of tenders, information exchange and transfer of documents or statements between the Contracting Authority and contractors, shall be carried out using electronic means of communication, via the Silesian University of Technology tender platform (https://polsl.logintrade.net/registration/) and e-mail (IA1@polsl.pl ). The use of the tender platform by the contractor is free of charge; b) encrypted HTTPS protocol is used for the connection. Data encryption is carried out using SSL protocol. SSL certificate ensures the confidentiality of data transmitted over the Internet. The contractor having an account on the procurement platform has access to the possibility of submitting and withdrawing a tender, as well as the functionality to ask questions to the content of the ToR and communicate with the contracting authority in other areas;c) the technical and organizational requirements for sending and receiving electronic documents, electronic copies of documents and statements and information transmitted via them are described in the "Instructions" tab on the procurement platform;d) the maximum size of files transmitted via the procurement platform is 150 MB;e) the time is recorded in the format YYYY-MM-DD HH:MM:SS. The time of data transfer to the tender platform is the time when the submission of the tender, notice, document or statement by the economic operator is confirmed;f) the economic operator may also send the above mentioned notice, document or statement (not applicable to the tender) to the awarding authority's e-mail address.
