Description

A public contract shall be awarded by means of an open tender procedure in accordance with Article 39 et seq. of the Public Procurement Law (i.e. Journal of Laws of 2019, item 1843), hereinafter referred to as the "Act", with an estimated value exceeding the amount specified in the regulations issued pursuant to Article 11(8) of the PPL.The subject of the contract is to carry out a campaign encouraging the inhabitants of Małopolska, over 18 years old, who want to find or change a job, to take advantage of the support of professional advisors and free workshops on effective job search, preparation of application documents, professional and personal development, available in the Information and Career Planning Centres of the Voivodeship Labour Office in Kraków.Detailed description of the subject of the contract (SOPZ) is set out in Appendix No. 1 to the ToR (being at the same time Appendix No. 1 to the ToR). The terms of the contract are included in the model contract which is Appendix No. 2 to the ToR.
The subject of the contract is the implementation of a campaign encouraging the inhabitants of Małopolska, over 18 years old, who want to find or change a job, to take advantage of the support of professional advisors and free workshops on effective job search, preparation of application documents, professional and personal development, available in the Information and Career Planning Centres of the VUP in Krakow.The Contracting Authority does not allow for the possibility of submitting a variant tender. The Contracting Authority does not provide for the possibility of awarding contracts referred to in art. 67 par. 1 item 6 and 7 or in art. 134 par. 6 item 3 of the Act. The Contracting Authority does not provide for: 1) concluding a framework agreement; 2) establishing a dynamic purchasing system; 3) selecting the most advantageous tender using an electronic auction. The Contracting Authority does not allow for partial bids. A tender which does not cover the entire subject matter of the contract shall be rejected as being inconsistent with the contents of the ToR. In the procedure the Awarding Entity envisages applying the procedure referred to in art. 24aa item 1 of the Act (the so-called "reverse procedure"). Any information constituting a business secret within the meaning of the Act of 16 April 1993. Any information constituting an enterprise secret within the meaning of the Act of 16 April 1993 on combating unfair competition (i.e. Journal of Laws 2019, item 1010), which the Economic Operator shall reserve as an enterprise secret, shall be submitted in a separate file with a simultaneous marking of the command "Annex constituting an enterprise secret", and then together with the files constituting an open part compressed to one archive file (ZIP). For further information on business secrets, see Chapter X, point 2 of the ToR. According to Article 13(1) Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data and repealing Directive 95/46/EC (General Data Protection Regulation), so called "RODO", I hereby inform you that: the controller of personal data is the Provincial Labour Office with its registered office in Krakow at Plac Na Stawy 1.The controller can be contacted by e-mail at kancelaria@wupkrakow.pl, by telephone at +48 124287870 or in writing at the address of the controller's registered office. Before the deadline for submission of tenders, the Contractor shall be obliged to pay a tender security deposit, for a period equal to the tender validity period, in the amount of 5 000.00 PLN, in words: five thousand PLN.2 The deadline for payment of the security deposit expires with the deadline for submission of tenders.3 The security deposit may be paid in one or more forms listed in art. 45 item 6 of the Act.4The cash deposit should be paid by bank transfer to the bank account in PKO Bank Polski no. 40 1020 2892 0000 5302 0667 7456 so that before the deadline for submission of bids the deposit is on the Ordering Party's bank account; payment of the deposit should be made with the title "deposit - tender - CIPKZ campaign".5. ToR) or to the electronic mail address before the deadline for submission of tenders. The Awarding Entity requires the submission of the original electronic document. The Contracting Authority shall understand the original electronic document as a document in an electronic form issued by a guarantor/guarantor or a document signed by the guarantor/guarantor with a qualified electronic signature. The above condition is not met by the electronic copy of the document signed by the Contractor with a qualified electronic signature.6 The deposit paid in forms other than in cash should guarantee payment of the deposit to the Contracting Authority in the event of the occurrence of the circumstances specified in art. 46 item 4a and item 5 point 1 and 3 of the Act.7 It is unacceptable to introduce any conditions limiting payment of the deposit to the Contracting Authority.
