Description
The Republic of Ecuador, with financing from the Inter-American Development Bank (IDB) under the Tax and Customs Administration Improvement Program, is inviting closed bids for the acquisition of a static code validation tool.
Qualification requirements include:
1. financial capacity: average annual sales over the last 5 years must be over 47% of the reference budget (excluding taxes), specifically in technology services – for consortia, minimum participation rules apply
2. specific experience: contracts executed in the last 7 years totalling at least 250,000 US dollars related to:
- application lifecycle management tools
- performance and security testing
- monitoring, automated testing
- code quality analysis or observability
3. technical staff:
- technical leader/project manager with a bachelor’s in systems engineering (or equivalent), PMP certification, and more than 3 years of experience
- an engineer with more than 3 years of experience in automation, development, implementation, or support of relevant solutions
4. technical/manufacturing capacity (if applicable): at least 7 years of experience in manufacturing similar products and production capacity equal to 10 times the contract requirement
