Description

The purpose of this consultation is to entrust an operator governed by one of three codes (Code des assurances, Code la mutualité or Code de la sécurité sociale) with the coverage of insured risks and the management of claims resulting from group health and provident insurance services. These services cover all statutory and contractual staff, i.e. some 150,000 employees at 12/31/2022, spread across the 5 companies (SA SNCF, SA SNCF Réseau, SA SNCF Voyageurs, SA SNCF Gares et Connexions, SAS Fret SNCF) and their majority-owned subsidiaries, whether directly or indirectly (subsidiaries within the meaning of article L. 233-1 of the French Commercial Code) and their economic interest groupings (EIGs) that meet the following conditions:1/ Carry out activities falling within those carried out on December 31, 2019 by the Groupe Public Ferroviaire as mentioned in article L. 2101-1 of the French Transport Code as it stood prior to Law no. 2018-515 of June 27, 2018 for a New Rail Pact;2/ Be created on or after January 1, 2020;3/ Apply the national collective bargaining agreement for the rail industry.A subsidiary not falling within the scope defined above may, at any time, enter the scope of coverage, subject to its membership of the national collective bargaining agreement for the rail industry. The levels of family coverage and guarantees are specified in the specifications.The contract covers all company employees (contractual and statutory) and their children on a compulsory basis, unless membership is waived. However, the expected number of beneficiaries is broader, since it includes staff spouses and retirees on an optional basis. As a result, the exact number of beneficiaries, whether compulsory and/or optional, will only be known once the scheme has been set up, and as the number of enrolments increases during the contract performance phase.
The contract covers supplementary social protection for healthcare costs and personal protection:- For healthcare costs, it is compulsory to cover all company employees (contractual and statutory) and their children, unless membership is waived. It also covers spouses and retired employees on an optional basis.
