Call for proposals no. 24-525

Combined EFAP and telemedicine service for employees of Loto-Québec and its subsidiaries

Closing date: November 18, 2024, 2 p.m. local time

Loto-Québec wishes to receive offers for the provision of employee assistance program and telemedicine services, which may be required in several regions of Quebec and the Ottawa area, including : Charlevoix, Montreal, Montreal North Shore, Laval, Montreal South Shore, Gatineau, Ottawa, Mont-Tremblant, Quebec City and Trois-Rivières.

Proposals must be received electronically at the following address: depot.soumissions-propositions@loto-quebec.com.

Proposals received after the closing date and time will not be accepted.

To be eligible to submit a proposal, the proposer must meet the following criteria and provide the documents specified below, failing which the proposal will be automatically rejected:

§ Have obtained the call for proposals document directly from the Government of Quebec's electronic tendering system "SEAO" and have paid the pick-up fee;

§ Hold, when required under the Act respecting contracting by public bodies (RLRQ, c. C-65.1), a valid authorization from the Autorité des marchés publics (AMP) to contract or subcontract with a public body, which must indicate the validity period. For more details, see the "Authorization from the Autorité des marchés publics" clause in this call for proposals document;

§ Hold a valid Attestation de Revenu Québec, which must not have been issued after the closing date and time of this call for proposals. If the applicant does not hold such an attestation, it must provide the "Absence of Establishment in Quebec" form attached to Section E - "Proposal Form" of this document, if it does not have an establishment in Quebec where it carries out its activities on a permanent basis, clearly identified in its name and accessible during normal business hours;

§ The proposer must have, at the date of submission of proposals, five (5) years' experience in providing consulting services for employee assistance programs or telemedicine services, and must present three (3) contracts of a similar nature to the present contract carried out on a continuous basis for a period of three (3) years or more on behalf of clients in the public or parapublic sector, or private companies with more than 1,000 eligible employees each; in this regard, Loto-Québec may consider the experience of a subsidiary of the applicant, its parent company or a company resulting from the merger of the applicant, one of its subsidiaries or its parent company, or a subcontractor.

§ Not be registered in the register of companies ineligible for public contracts (RENA).

Loto-Québec does not undertake to accept the lowest or any other proposal received and, if applicable, will select the proposal that best meets its needs.
