This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation is being issued as a Request For Quotation (RFQ).
Due to the overseas location of this requirement, no set-aside will be used in accordance with FAR 19.000(b).

The Contractor shall provide all management, tools, equipment, transportation, supervision, and labor required to provide seven (7) semi-permanent, relocatable, turnkey, TEMPEST rated, containerized SCIFs and accompanying equipment in accordance with the attached statement of requirements, dated 6 Sep 19.

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the
following addendum is provided for this solicitation and hereby amends any language therein:

Quotes shall be submitted emailed to Capt Jason Hatcher and TSgt Alex Norris prior to the RFQ due date. Late quotes will be accepted only at the Contracting Officer's discretion.
Quotes must include (at minimum)
1. A completed Request for Quote (attached).
2. Drawings, Plans or Specifications as required to demonstrate contractor's offer meets or exceeds the U.S. Government's requirement.
3. Information on contractor provided warranty.
4. Construction Security Plan.
Quotes that do not include the above information will be accepted at the Contracting Officer's discretion.
Questions are due to Capt Jason Hatcher by 1000 EST on 12 Sep 19.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Price and Technical Capability
Price shall be evaluated for reasonableness in accordance with one or more of the techniques listed in FAR 13.106-3 (a).
Technical capability will be evaluated by comparing the offeror's proposed offer with the Statement of Requirements to determine whether or not the proposed offer meets or exceeds the Government's requirement. In addition, to be determined technically capable, offerors must demonstrate relevant prior experience.
