Description

This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Benefits Consultant/Agent of Record for Niagara Regional Police Service (NRPS), as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The Niagara Regional Police Service is soliciting an Agent of Record.At present, the Niagara Police Service’s Board retains three (3) Carriers, one covering health benefits for three (3) specific employee groups (approximately 1,581 active members, retirees and spouses), one Carrier covering Life and Long Term Disability (LTD) for ten (10) various classes (approximately 1,303 lives, life volume 256,327,000. and 7,106,718 LTD base) and one Carrier covering Accidental Death and Dismemberment (AD&D) for ten (10) various classes (approximately 1,303 lives, AD&D volume 256,991,000 (See Appendix ‘D’ for Benefits Summary).The Agent of Record will provide advisory services which include, but are not limited to budget support, cost containment solutions and research and analysis support during collective agreement negotiations for three bargaining units.Please refer to Appendix B – RFP Particulars for a detailed description of the Deliverables, material disclosures and mandatory requirements.Please refer to Appendix B, section E. Pre-Conditions of Award for requirements that the Selected Proponent must satisfy if selected to enter into a contract for the Deliverables.
