Description
This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Mosquito Identification and Viral Testing for West Nile and Eastern Equine Encephalitis, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). Since 2002, through the support of the Ministry of Health, Niagara has managed a vectorborne disease program to reduce the risk of disease transmission to humans through education and vector control measures. As mosquitoes are the carriers (vectors) of the disease, it is important to detect the presence/absence of WNV (West Nile Virus) and EEE (Eastern Equine Encephalitis) in adult mosquito populations found within the Region of Niagara as well as any potential new mosquito vectors of concern. There are several species that are capable of harbouring and transmitting the WNV and EEE to the human population and therefore it is vital to determine locally which species are carrying WNV and EEE, where they are located and the abundance of the species on a weekly basis over the mosquito breeding season. The information will help determine courses of action to mitigate the disease in the human population.
