1. The DPWH–Biliran District Engineering Office, through its Bids and Awards Committee (BAC), invites contractors to submit bids for the following Contract: Procurement ID/Contract ID : 19IA0049 Contract Name : Construction of Flood Control, Sitio Lomboy, Brgy. Calumpang, Naval, Biliran Contract Location : Naval, Biliran (124.41792°, 11.57684°) Project Category : Flood Control Structure Project /Scope of Work : Const. of 92 ln. m. flood control structure Approved Budget for the Contract : ₱ 7,417,633.73 Source of Funds : GAA 2019 Contract Duration : 80 Calendar Days Cost of Bidding Documents : ₱ 10,000.00 2. The DPWH–Biliran District Engineering Office, Naval, Biliran, as per Memorandum dated November 6, 2012 for Requirements for the release of (GAA CY 2019) intends to apply the sum above stated being the Approved Budget for the Contract (ABC) to payments under the contract for the abovementioned contracts. Bids received in excess of the ABC shall be automatically rejected at bid opening. 3. To be eligible to bid for this Contract, a contractor must meet the following major requirements: (a) Filipino citizen or 75% Filipino-owned partnership/corporation with PCAB license for Size Range Small B & Medium A and (b) Net Financial Contracting Capacity (NFCC) at least equal to the ABC. 4. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion in the Eligibility Check and Preliminary Examination of Bids as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”. 5. Contractors/applicants who wish to participate in the biding are advised to register with the DPWH Civil Works Application (CWA) at the DPWH Procurement Service (PrS), 5th Floor, DPWH Building, Bonifacio Drive, Port Area Manila, while those already registered shall keep their records current and updated. Information on registration can be obtained at DPWH website www.dpwh.gov.ph The contractor’s eligibility to bid on the project will be determined using the DPWH Contract Profile Eligibility Process (CPEP) for Class “A” Documents subject to further bid evaluation and post qualification. 6. Interested bidders may obtain further information from DPWH, Biliran District Engineering Office, Naval, Biliran and inspect the Bidding Documents at the address given below from 8:00A.M. to 5:00 P.M. 7. A complete set of Bidding Documents may be purchased by Interested Bidders from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount stated above. Bidders can make payments for the purchase of Bidding Documents at any DPWH field Office. It may be downloaded free of charge from website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the procuring Entity, provided that bidders shall pay the fee for the Bidding Documents not later than the submission of their bids. 8. If at time of the post-qualification procedure, the BAC verifies that any of the deficiencies is due to the contractor’s fault or negligence pursuant to 34.3(b)(ii)(c) of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184 (2016 RIRR of RA 9184), the Procuring Entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of infrastructure contract subject of the Bid”. The DPWH-Biliran District Engineering Office, Naval, Biliran will hold a Pre-Bid Conference at the BAC Office, DPWH-Biliran District Engineering Office, Naval, Biliran which shall be open to all interested parties. 10. All bids must be accompanied by one m(1) form of Bid Security taken from two (2) acceptable forms: 1. BID SECURING DECLARATION AS PROVIDED in Section 27.5 of the 2016 Revised IRR of R.A. 9184; “OR” 2. Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 18.1. 11. Bids must be delivered to the address below at the BAC Office, DPWH-Biliran District Engineering Office, Naval, Biliran and will be opened in the presence of bidders’ representative who choose to attend. Late bids shall not be accepted. Bidders shall likewise submit their bids through their duly Authorized Liason Officers (with valid ID) as listed in the Contractor’s Information (CI) of their CRC. For Joint Venture Agreement, prospective bidders/contractors are advised to submit/include in their bid the Special PCAB License duly notarized statements from all the potential joint venture partners, and furnish copies of said documents to the BAC prior to submission of bids which are needed for Eligibility Processing. 12. The DPWH-Biliran District Engineering Office, Naval, Biliran reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability or obligation to the affected bidder or bidders, in accordance with the provisions of Section 41 of the 2016 Revised IRR of R.A. 9184. 13.
