Description

(1) The Hamburg Port Authority (HPA), hereinafter referred to as the client (AG), is an institution under public law of the Free Hanseatic City of Hamburg and stands for modern and sustainable port management, operates the water and landside infrastructure of the Port of Hamburg, increases safety and efficiency in the port, plans and carries out construction projects and is responsible for real estate management. In order to implement these diverse business processes, the HPA employs more than 1800 people with a wide range of tasks and conditions.

(2) In order to ensure the early provision of BIM as-built models of the port infrastructure, the AG intends to conclude a framework agreement for as-built modeling. The award does not relate to surveying services. The basics (as-built plans, measurements, point clouds, etc.) will be provided by the client.

(3) The client insists on the open BIM working method for as-built modeling. When the services are called off, the focus is on the prompt modeling (current planning: within ten weeks) of the existing structures at the respective level of detail.

(4) Communication within the framework agreement must be in German. The delivery services and model content must also be provided in German and on the basis of the client's specifications.

(5) The Client intends to conclude a framework agreement with a contractual partner. Individual orders\/call-offs based on this framework agreement shall be awarded in accordance with the following conditions. The framework agreement therefore does not contain a firmly defined order volume that can be guaranteed. It is expected that the services under the framework agreement will be performed remotely. A contract term of 2 years with notice periods of 3 months to the end of the quarter is envisaged for the respective individual contracts of the projects. In addition, optional 1-year extensions are to be agreed (max. 6 times -> max. contract term of 8 years).

(6) A competitive dialog will be conducted to conclude the framework agreement. In the participation competition, the suitability of the applicants is examined on the basis of defined suitability criteria. In the dialog phase, the client and the participants work out a remuneration model for the inventory modeling within the framework agreement. In the dialog phase, the participants are requested to submit a test model of an as-built model with defined requirements for the level of detail. If one or more solutions ready for award are found, these are formally examined in the bidding phase and evaluated according to previously defined award criteria.

(7) The objectives of this award are
- To generate as-built models for the client's BIM projects at short notice
- Efficient implementation of the BIM methodology
- Routine creation of as-built models
- Qualitative delivery items based on BIM standards of the AG
- Successive development of a digital image of the Port of Hamburg with uniform standards

(8) The HPA currently assumes an estimated volume of 1,100,000? over the term of 8 years. The maximum volume of individual orders is given as 1,650,000? over the entire term.

(9) The contracting authority is also entitled to award services outside the framework agreement by means of a separate award procedure if it considers this to be appropriate.

(10) Payment of an expense allowance is provided for participation in the 2nd dialog phase. In the 2nd dialog phase, the participants are to create a small-scale test model. For this purpose, inventory data of an infrastructure structure from the Port of Hamburg will be provided. In dialog phase 1, the bidders are to submit a concept for creating the model and provide the model in dialog phase 2.
